CAPITOL HILL The top Democrat on the Senate Foreign Relations Committee says the situation in Iraq looks "increasingly dismal."

Delaware Senator Joseph Biden blames what he calls "the dangerous incompetence" of the Bush administration.

As the war in Iraq begins its fourth year, Biden says that country is in a "low-grade civil war."

He says that may deteriorate into a full-blown civil war when the rival militias fully engage each other in violence.
