Fresh Nepal clashes 'kill many' (at least 36)
Twenty rebels were killed in a security offensive in Dhading district west of Kathmandu, an army spokesman said.

Fourteen policemen and two rebels died in separate clashes in the south-east, officials said.

Violence has escalated across Nepal since the rebels abandoned a four-month unilateral ceasefire in January after the government refused to reciprocate.

On Monday, at least 13 soldiers and one rebel died in heavy clashes east of the capital, the authorities said.

1. The attrition rates don't favor the government.
The Maoists, even according to press reports, lose only about as many fighters as does the government army. Usually in guerrilla wars the numbers favor the government. Furthermore, in this war, the military constantly attributes dead civilians and those bystanders killed in crossfire as being "insurgents."
