I don't believe that your subject line is correct. Libby said that they authorized him leaking Nat'l Intel Estimate info to counter Wilson's charges (about the Niger forgeries, etc.), NOT that Bush or Cheney authorized the leak of Plame's identity. They are two different things. One is a crime. And one is not (technically, anyway). Exposing Plame's identity and that of her entire CIA counter-proliferation project, Brewster-Jennings, was a crime (a felony in and of itself, and possibly treason).
The game here is to PROTECT Bush and Cheney, not to finger them. But it's a dicey game for Libby. He has to create a sense of general looseness in the WH about authorizing leaks of classified info, without fingering Bush/Cheney in the Plame leak.
The prosecutor, Fitzgerald, has stated, in recent filings, that he has evidence that several people in the WH were involved in a coordinated effort to out Plame. These are probably Rove, Hadley and possibly Andrew Card. But he does not have the evidence on Bush or Cheney (in so far we we know), or Libby, for that matter. He has charged Libby with perjury and obstruction of justice, not with the leak itself. (The indictment of Libby does point to Cheney, but that's all that it does.)
Please don't spread misinformation. We may all BELIEVE that Bush and Cheney are behind this crime, but this has not yet been proven, or alleged by the prosecution or by Libby. However, the true responsibility does rest with them, whether direct culpability can be proved or not. It was their top people. It was their White House.
