NORTH COUNTY ---- Democrat Francine Busby and Republicans Brian Bilbray and Eric Roach had the early lead in the election to fill out the unexpired term of former 50th District Congressman Randy "Duke" Cunningham.
Busby was leading in the first returns with 42 percent of the vote.
Bilbray had 14.5 percent while Roach had 14 percent.
The 12 other GOP hopefuls were trailing with Oceanside state Sen. Bill Morrow and Howard Kaloogian each tallying about 7 percent.
