Just over a year ago, Rove was promoted to deputy chief of staff in charge of most White House policy coordination. That new portfolio came on top of his title as senior adviser and role of chief policy aide to Bush. But now, the job of deputy chief of staff for policy is being given to Joel Kaplan, now the White House's deputy budget director, said the official, who spoke on condition of anonymity because the president had not yet made the announcement.

The move signals a possibly broad effort to rearrange and reinvigorate Bush's staff by new chief of staff Joshua Bolten. Bolten moved into his position last week; Kaplan was his No. 2 person at the Office of Management and Budget. At least for the time being, the promotion of Kaplan would leave Bush with three deputy chiefs of staff: Rove, Kaplan and Joe Hagin, who oversees administrative matters, intelligence and other national security issues.

All of this has been well planned and orchastrated. They wanted huge corporate profits, a theocratic military complex, and new "cold war". They did what they want and they are all more powerful and richer than ever before and even if they all are allowed to resign it is a sick world we live in that these horrible people get to just leave public office with more power and money than the kings and "royalties" we founded this country to escape from. April 19 (Bloomberg) -- White House Press Secretary Scott McClellan announced his resignation, the latest personnel change in a Bush administration struggling to find its footing in the face of political setbacks and declining public approval ratings.

Karl Rove, Bush's deputy chief of staff and his top political adviser also is shifting roles, the Associated Press and CNN reported, citing unnamed administration officials.

Rove is giving up the job of policy coordinator and will focus on political strategy, while keeping his title as deputy chief of staff, AP reported. Joel Kaplan, the No. 2 person at the Office of Management and Budget, will become deputy chief of staff for policy, according to CNN.

McClellan, the public face of the administration for almost three years, said he told President George W. Bush that the White House staff was ``in transition'' and that it was time for him to depart. ``I've given you my all,'' he told Bush as they shook hands in front of a crowd of reporters at the White House.

I nominate Helen Thomas for White House Press Secretary. Or Jon Stewart. Or Keith Olbermann.

But "Give em' Hell-en. Just give em' the truth and they'll THINK it's hell," Helen Thomas is choice number one.

I'm currently in Egypt on a long-term work assignment, so I only have to see Snotty occasionally on foreign newscasts. Which are usually laughing at him and his boss.

He never quite achieved the greasy, arrogant loathsomeness of Airhead Fleischer, but he came close.

Not that it matters much, but it's a tossup as to which one was worse to look at. I always thought Snotty looked like the bastard offspring of Joe McCarthy and Ms. J. Edgar Hoover.

Mr. President, it has been an extraordinary honor and privilege to have served you for more than seven years now, the last two years and nine months as your Press Secretary.

The White House is going through a period of transition; change can be helpful, and this is a good time and good position to help bring about change. I am ready to move on. I've been in this position a long time, and my wife and I are excited about beginning the next chapter in our life together.

You have accomplished a lot over the last several years with this team, and I have been honored and grateful to be a small part of a terrific and talented team of really good people.

Our relationship began back in Texas, and I look forward to continuing it, particularly when we are both back in Texas.

THE PRESIDENT: That's right. (Laughter.)

MR. McCLELLAN: Although, I hope to get there before you. (Laughter.)

I have given it my all, sir, and I've given you my all. And I will continue to do so as we transition to a new Press Secretary over the next two to three weeks. Thank you for the opportunity.

THE PRESIDENT: First of all, I thank Scott for his service to our country. I don't know whether or not the press corps realizes this, but his is a challenging assignment dealing with you all on a regular basis. And I thought he handled his assignment with class, integrity. He really represents the best of his family, our state and our country. It's going to be hard to replace Scott. But, nevertheless, he's made the decision and I accept it.

One of these days he and I are going to be rocking on chairs in Texas, talking about the good old days and his time as the Press Secretary. And I can assure you I will feel the same way then that I feel now, that I can say to Scott, job well done.
