$500K Seized; Strange Situation Reported At Nuclear Plant
http://www.thepittsburghchannel.com/news/8821721/detail.html

Two workers looking for tools set off a security situation at a Beaver County nuclear power plant that drew a response from police and federal investigators, WTAE Channel 4's Paul Van Osdol reported.

State police said the men drove up to the Beaver Valley Power Station in a tractor-trailer on Tuesday night to pick up two large containers of tools for a contractor for whom they worked.

Security guards stopped the men for a routine inspection, but they drove away, police said.

The guards became suspicious and called police, who pulled the truck over about a mile from the plant.

A state trooper got a warrant to search the vehicle and found a duffel bag, which he said contained $504,230 in mostly small bills.

285. I 'm trying to imagine it.
When I do, I imagine that they were paid to steal nuclear material to plant else where-maybe Iran. Then U.S. could say that Iran was doing what we wanted to say they were doing, and we could go to war with them. But that was just an imagining I had.

290. Beaver Valley had just replaced its fuel rods.
So the owners, FENOC, had 56 to 60 hot fuel assemblies to dispose of.

So I doubt anything was being stolen. It was just being set up in such a way that the owners could later deny knowing anything about it.

The truck was organised by Bechtel, who have close connections with Cheney, worked hard at bringing about the war with Iraq, and have profited immensely from the war.

The truck was sent from Chicago, where a "terror drill" involving a simulation of a a dirty bomb attack is being held between the 1st and the 4th of this month.

http://www.informationliberation.com/?id=10137

Bush has already indicated that if any "terror" incident takes place in America, he will attack Iran in retaliation, even if the attack cannot be linked with Iran.

(See a later post of mine for more details. http://www.democraticunderground.com/discuss/duboard.php?az=show_mesg&forum=102&topic_id=2236825&mesg_id=2255720 )

with a tractor trailer??? With $500K in tow that they picked up in Chicago but don't know anything about?

snip: The men, who are from Houston, said they picked up the bag in Chicago and had no knowledge of its contents, according to police.

Investigators think the cash may have a drug connection. A police dog picked up the scent of drugs in the sleeper cab of the truck where the bag was found, police said.

Both men were detained and later released. No charges have been filed.

124. If they were stealing uranium, it would be quite obvious
And the state troopers would have found it quickly. The amount of uranium needed for a bomb is enough uranium to need some serious shielding, otherwise the two truckers, the state troopers, and their dog too, would all be dead right now. Bomb grade uranium and plutonium is highly radioactive, and they would have had to shield it in a lead pig, slipped into a DU container, slid into a wood or metal overpack. All told, the package would have been about five by five by five feet aprox., and weighed close to a half a ton. Not very easy to hide.

137. The men were driving a tractor-trailer,
and were intending to pick up two LARGE containers. There had been a security alert at the plant a week earlier, which may have been triggered by someone stealing something, or may have been triggered in order to empty the plant to make a theft possible. If this is what happened, I'm sure it would have been packed as you describe before the truckies got there to pick it up.

Apparently they never picked up the containers, because the security at the plant got suspicious, rang the police, and the guys left fast.

So the state troopers never got to see the containers.

I wonder if the people who organised it will try again, or did the security guys do America a huge favor and prevent something bad long-term.

And in a legitimate, non-shady pick-up of the equipment, wouldn't the truck drivers submit to an inspection of their truck?

9. Strange coverage of this story - FBI & Homeland Security
Edited on Wed Apr-19-06 05:46 PM by OzarkDem
Police say the two men picked it up in Chicago, but didn't know what was inside? Homeland Security involved, of course.

http://www.wtov9.com/news/8834479/detail.html

Security stopped the truck and did a routine inspection. During that search the security discovered a padlocked duffel bag, and opened it up.

Inside they found more than $500,000, but police said the men left after the search.

However, security did contact state police, and the two men in the truck were pulled over.

State police said a drug dog detected the scent of drugs on the money, and they confiscated it.

Now the FBI and Homeland Security are involved. The worry is that the money may be connected to terrorist activity. However, the men claim they picked it up in Chicago and didn't know what was inside. State Police say they believe them.

"At this time we do not believe it was associated with the power plant," said Sgt. Douglas Humble, of the Pennsylvania State Police.

Officials at the plant said the incident is a good sign that their security measures are working.

Police are still investigating.

14. Interesting. And a "drug dog" heist, to boot.
Corrupt police around the nation have been making good money by using the "drug dog" heist. Any large sum of cash has traces of illegal drugs on it. The cops grab it and sometimes nobody asks for it back. Free money.

This time, however, I've got a hunch that someone very, very well connected with the federal government is going to want it back. Won't that be interesting to see?

19. "they picked it up in Chicago" FOR WHO?
As in the old adage, "Follow the money..."
WHO did they pick up the money for?
That is the question that should be asked.
Someone told them to pick it up.
Unfortunately, we will probably never know
as the story will most likely disappear.

57. No one claims $500,000 stash in truck
Thursday, April 20, 2006
By Cindi Lash, Pittsburgh Post-Gazette

When security guards at the Beaver Valley Power Station discovered a bag containing thousands of dollars in a tractor-trailer cab, one of the vehicle's occupants told them his boss planned to use the cash to buy a truck.

It must have been some truck.

State police said the bag, which guards spotted on Tuesday while conducting a routine search of the tractor-trailer at the entrance to the nuclear power plant, contained 10 plastic-wrapped bundles of cash totaling $504,230.

Police later seized the money and bag after a dog trained to detect drugs sniffed and reacted to the bag, indicating contact with controlled substances. <snip>

I seem to recall maybe about two months back that there was an auto accident that made the news because one of the people involved had a fairly large amount of money with him, and there were other suspicious things about it. The news mentioned how the FBI was contacted, but then I heard nothing about it since then. I wonder if there is a connection.

than the write up.

If I heard correctly-- the bag was left behind at the power plant when the men took off. An important point since if the guys were merely transporting it from point A to point B, then why was it ever off the truck?

The scent of the drugs was on the money and not on just in the truck cab.

this stinks, we need a nationwide private investigative body for things like this. Right now someone like moveon should be hiring about 4 private detectives to track and trace everything involving this matter. Instead, as pointed out by someone else, this will disappear down the memory hole...

279. Who says it's a worker?
Disposing of the used fuel assemblies is an ever worsening problem for the owners of nuclear power plants, after they get more than they can legally keep on the property.

Receiving a million dollars and having the hot fuel rods disposed of, and being able to charge for the packaging too, might an offer FENOC could not refuse.

And Fenoc had just completed a fuel assembly replacement, leaving them with 56 to 60 hot assemblies to dispose of.

30. A First Energy plant
First Energy is a big supporter of the GOP, and owner of the power plants that caused the blackout in Ohio and the NE a few years ago.

It doesn't make sense. Why would a couple of truckers be walking into a power plant with a locked duffle bag filled with half a million dollars.

Only two news stories about this on google.

31. Okay, this should raise issues
The FBI is saying that they don't think violence or what not was the plan. But let us consider the basics, that is the forensics of this.

-Houston, 2 men, drive to Chicago to pick up duffle bag?
-The duffle bag has 500k in it, which they claim they did not know about? (So you drove all the way to Chicago to pick up a bag of nothing? Right!)
-They then drive to Pen to pick up tools? Just what kind of tools are wroth that kind of mileage?
-The cash was in small bills? That kind of money???
-Why is their contractor not named?

What we need to know is a). who they are and b). who they were working for in order to answer c). what they were doing at that facility. The FBI has not given us a, other than geographical info, nor have they given us b, so it appears that we are stuck with a speculative c.

On the face of it, it is incredibly suspect if for nothing more than a drug deal or such. Remember, Chicago is the hot bed of mafia activity right now too.

Does the Dubai group run any ports in Pennsylvania and if they do--is it possible that whatever "tools" they picked up came from another country?
In other words--->Originated in Houston (port city--who runs the ports-I know Dubai runs the Beaumont port which is not far from Houston) then they go to Chicago then drive to another port?
Something really stinks.

On edit: Both the Port of Houston and the Port of Philadelphia were included in the Dubai Port deal.

Business news briefs: 4/15/06

Saturday, April 15, 2006
From staff and wire reports

Nuclear plant back on line

FirstEnergy Corp.'s Beaver Valley nuclear unit 2 in Shippingport is back to full power after the sprinkler system was triggered accidentally on Tuesday, prompting the company to take the plant down to 20 percent power. The Nuclear Energy Regulatory Commission said a complete shutdown was unnecessary, and the unit was back at full power Wednesday afternoon. The replacement of water-damaged charcoal filters is nearly complete, a company spokeswoman said, while an investigation into the cause of the sprinkler system's activation continues.

49. "putting on detective hat"
One possible explanation:

Villain wants nuclear material.
Villain arranges for accomplice at plant to put nuclear material into tool containers.
Villain gives 2 men 1/2 a million in small notes as down-payment to pick the stuff up and deliver it.
Police get involved so the 2 men part with their down-payment as a bribe.
The police turn a blind eye to the containers of "tools" being transported.

It's interesting that these were large containers, needing a tractor-trailer o carry them, but in both stories the containers just "disappear".

58. MORE DETAILS IN...BECHTEL INVOLVED:
....

The truckers worked for a company hired by San Francisco-based Bechtel Corp., which is performing construction work and replacing equipment at the plant, said Richard Wilkins, spokesman for plant owner First Energy Nuclear Operating Co.

The name of the company was not released, but police said the truckers had come from Chicago and were making a scheduled stop to pick up and transport containers of tools to Youngstown, Ohio.

....

In the search, the officers found a green, blue and black duffel bag with a padlock in the sleeper berth of the cab, Trooper Bayer said. The truckers didn't have a key for the lock, so guards cut it off and spotted cash inside, he said.

The truckers said the money wasn't theirs and they didn't know how it got there, Trooper Bayer said. In court papers filed to obtain a search warrant, state police said one of the truckers told security officers that "it was their money and he was going to buy a truck with it."

But when the security workers called the truckers' boss in Houston, he also said he knew nothing about the money. The security officers called police, but the truckers backed out of the plant and drove off.

.....

65. Does not compute
Edited on Thu Apr-20-06 12:31 AM by TexasLawyer
Three items reported in the article:

"The money was found in the sleeper berth of the cab"-- (of a truck on a cross country journey with a driver and a passenger. So they would have been tripping over/sleeping with that duffel bag 24/7).

"The truckers said the money wasn't theirs and they didn't know how it got there," (How did they know that the contents were precious, needed to be guarded, kept in sleeper cab, etc...).

"one of the truckers told security officers that "it was their money and he was going to buy a truck with it." (so they DID know how it got there).

hmmmmm

Also this part of the story was very odd:

"Police broadcast a description of the truck and Sgt. Davis pulled it over after spotting it on Route 168 south, near the Shippingport Bridge. He said the truckers were polite, but the passenger had no identification and said it had been stolen from the truck the night before.

"Your ID is stolen but not that bag of cash? Red flags were popping up all over," Sgt. Davis said."

The only place they could have kept the duffel was in the cab. Of course, they had to know what it was or at least where it came from. Thats just a lie. Same thing about a stolen ID. Both these are suspected lies though. They couldn't arrest them for it.

There was zero evidence of a crime, so they got to go. Freedom from excesive detainment doesn't apply to just you and me you know.

178. No one is talking...
This is odd. I mean no one is talking. Not any of my sources, who keep saying they have not heard of the story, even though I sent it to them several times. PA FBI not commenting or at least not letting me get a comment. Police not talking to press. This requires actual on the ground reporting. One person, however, who by the way is not a security expert but is an investigative journalist who covers forensic type stuff said that it appeared to him/her that "these guys were casing the place." The stop in Chicago connects this to organized crime since they picked up some cash while there, in small bills, and half a mill of it. The front company is not named, but Bechtel is, why? And why would Bechtel need to outsource in this capacity? I know people are saying MIHOP and LIHOP or even IHOP, but I do not think that this was to be an act of terror. I agree, considering the facts, they were casing and it is more likely they were being paid in drug money to provide information to someone, using a front company. Now considering the factors here, this jives quite well with a similar group of activities a whistleblower has tried to talk about for a while. That is what I think. It was humint job, getting information, etc. That information is then sold on the market via the front company. Then again, I could be reading too much into this, but given my day job, I tend to see these things usually related to organized crime and drugs, arms trafficking than I do to acts of terror. Plus, no one goes to a terror job with their pay off in the car with them. Just thought I would put this out there since it seems no one is willing to provide info on this yet.

214. Half a mil is an awful high payoff for a simple case job, seems to me.
I know there's inflation, but a half million to just get intel? That sounds a wee bit much - there has to be more than that alone. A payoff for something, yes - but it's got to be for more than scouting ... scouts get more like 'minimum wage' in the criminal hierarchy!

I also seem to remember that a bank customer can't pull more than (I think this is the number) $5000.00 in cash from a bank w/out it being directly & immediately reported to the gov as suspicious activity. So how does a half mil get a shrug from the officials?

Glad to see you're on this, LaLa!

76. That's weird, didn't the other story, (or was it the video) say that
the men's boss said he was going to buy a truck? Your story says:

The truckers said the money wasn't theirs and they didn't know how it got there, Trooper Bayer said. In court papers filed to obtain a search warrant, state police said one of the truckers told security officers that "it was their money and he was going to buy a truck with it."

Is it my imagination or did the truckers lie to the police? I see two conflicting statements in just that one sentence. So, why were they not detained if they lied?

Or, is the first part of the sentence, where the truckers say the money wasn't theirs, a statement they made to reporters and maybe, the truth. And the second part, the court papers filed by police, claim the truckers said the money was theirs to buy a truck with. Could that be a lie? Or the other way around.

First, why would you need cash to buy a truck? Most people pay through their bank.

Why two different accounts about who owned the money?

Very strange, and very lax in terms of security to just let them go without asking who they got the cash from, if the court papers are correct.

102. And it looks to me like they tried to run away....
...

Kingsby's boss told security guards, according to the warrant, that the two men had driven from Houston and had stopped in Chicago on Monday before heading to Shippingport.

Because of the confusion surrounding the money, Bayer said, security guards notified state police, who began heading toward the plant. In the meantime, Kingsby turned the rig around and drove away, Bayer said.

Davis said Kingsby and Lewis called their boss while state police were being notified, and their boss told the men to leave and he would send another truck to remove the tools.

Security guards do not have the authority to keep people at the plant, Bayer said, and can only ask for state police to respond.

146. spokesman for the plant, Wilkins, sounds suspicious to me:
snip: The truckers said the money wasn't theirs and they didn't know how it got there, Trooper Bayer said.

"There's nothing that says you can't carry a lot of cash around with you. It's just a little unusual," Mr. Wilkins said. "Any kind of unusual or suspicious activity, or even a person who's acting a little suspiciously, whether they've broken a law or tried to do something that was against the regulations on site, would be reported." snip

First of all, he dismisses carrying around $500,000 as "a little unusual." Second, he starts babbling about people who act suspiciously and makes a statement like he's apologizing for having these truckers searched. Why would he be dismissive of the $500K and babble like that if he's not nervous?

160. Bechtel has links to bin Laden and Saudi Royal families
http://en.wikipedia.org/wiki/Bechtel

snip: Bechtel's size, its political clout, and its penchant for privacy have made it a perennial target for journalists and politicians since the 1930s. Bechtel has maintained strong relationships with officials in many United States administrations, including those of Nixon, Reagan, George H. W. Bush, and George W. Bush. The company also has strong ties to other governments, particularly the Saudi Royal Family.

Recently, the company has come under criticism for alleged mismanagement of the Big Dig project, its financial links to the bin Laden family,
and the manner in which it received Iraqi rebuilding contracts after the U.S. invasion of Iraq in 2003. Politicians in the United States and in Europe have made accusations of cronyism between the George W. Bush administration and Bechtel.

For many years Bechtel has strongly advocated the privatization of utilities, highways, airports and other facilities traditionally managed by governments. The company owns and operates its own power plants, oil refineries, water systems, and airports in several countries including the United States, Turkey, and Saudi Arabia. Bechtel's long involvement with oil, power, and water overseas has become a focus of criticism by the growing anti-globalization and environmental movements.

161. more including Bechtel's participation in Iraq's nuke program under Saddam
snip: In 1988 Bechtel was awarded a contract to build a chemical plant in Iraq, but construction was halted with the Iraq invasion of Kuwait. On April 17, 2003, following the 2003 U.S. invasion of Iraq, USAID awarded a $680 million reconstruction contract to Bechtel. This placed Bechtel in the spotlight along with other American firms like Halliburton who have come under intense international scrutiny for receiving no-bid contracts for the rebuilding of Iraq.

Like most large American companies, Bechtel has contributed large amounts of money to United States politicians (over a million dollars in campaign contributions between 1999 and 2002). The company has particularly close ties with the current U.S. administration, and critics in both the U.S. and allies like Britain have questioned the process by which the U.S. awards Iraq contracts to American companies. Bechtel has been awarded reconstruction contracts in Iraq worth over a billion dollars.

On May 5, 2003, The New Yorker ran an article revealing that the bin Laden family has invested $10 million in The Fremont Group, a private equity fund owned by the Bechtel family (the fund was formerly called Bechtel Investments).

In a report submitted by Saddam Hussein to the United Nations shortly before the 2003 invasion of Iraq, it was revealed that Bechtel had participated in Iraq's nuclear weapons program.
(Though the U.S. attempted to redact the names of all U.S. companies involved, an uncensored copy was leaked to the press.)

81. So, {tin_foil_hat_time} IF this was a pay-off for radioactive waste...
Edited on Thu Apr-20-06 04:00 AM by Dunvegan
...what is the target?

The truckers are from Houston. Would it be for delivery somewhere in the Gulf?

And in the "Age of Gitmo and Extraordinary Rendition" since when do you let guys like this walk if DHS is on the scene while the truckers are still answering questions?

There was plenty of reason to hold these jokers...not that you need ANY reason under the USA PATRIOT Act in this particular situation.

Say it was all about drugs and a nuclear power plant. Wouldn't that be a security risk...having/selling/using a half-million in drugs on a plant site?
This plant has had several odd happenstances in the past, also.

    1. 1981: Ohio--water valve was found shut, apparently intentionally, at Beaver Valley NPS, leaving high-pressure portion of emergency cooling system disabled.

    2. Thursday, April 13, 2006, by John Funk of the Plain Dealer Reporter

FirstEnergy Corp.'s Beaver Valley Unit Two reactor near Pittsburgh is operating under a 48-hour federal waiver today.

The plant has that long to replace banks of activated charcoal filters that were soaked when a sprinkler system went haywire Tuesday.

The filter system is designed to clean radioactive particles from the air after a nuclear accident, before that air is vented into the environment. The plant has two activated charcoal banks. Both were soaked and would not have worked during an accident.

    3. (Really tinfoil) The Moonie Washington Times had an article a while back in 2002 regarding terrorism and the Beaver Valley plant:

Terrorism: Report: Nuclear Power Plants Threatened

The Washington Times -- quoting U.S. intelligence sources -- reports that Islamic terrorists are planning an attack against a U.S. nuclear power plant to coincide with the July 4 celebrations.

The paper reports the threats indicated that an unidentified Islamic terrorist group is planning to attack the Three Mile Island (TMI) nuclear facility in Pennsylvania, or another nuclear facility in the state or elsewhere in the Northeast. Other Pennsylvania reactors in include the Peach Bottom plant in York County and the Beaver Valley Plant In western Pennsylvania.

The TMI plant is located 10 miles southeast of Harrisburg. The Peach Bottom nuclear plant is near Lancaster and the Beaver Valley nuclear facility is about 17 miles west of McCandless. U.S. officials reportedly are taking the threat seriously, though they say it is not necessarily wholly reliable.

According to the newspaper, the claims coincide with other recent reports indicating that two al Qaeda terrorists are planning an attack inside the United States using radioactive material in a conventional bomb

    ===================================
Another 2002 Washington Times article about Beaver Valley, nuclear terrorism, and Zubaydah can be found HERE

At the end of the news video the reporter mentioned the oddity that "none of the locks worked" on the truck. Stolen? That was reason alone to impound the truck at the minimum. What ever happened to a 24-hour hold?

What about a "Terry Stop" in this situation? That's just Hwy cop SOP stuff. Shouldn't the money drug taint be enough to hold them locally?

Lawyers? Any lawyers here that can weigh in on this?

80. US Money Supply Tainted With Drugs
Edited on Thu Apr-20-06 04:08 AM by Dunvegan
From: http://tafkac.org/drugs/cocaine.money/cocaine_tainted_money_aba.html

"The probability that every single person in the United States is carrying drug-tainted money is almost certain." -- Dr. James Woodford, forensic chemist in Atlanta. Woodford cites a 1989 experiment by Miami toxicologist Dr. William Hearn, who gathered 135 dollar bills from banks in twelve cities. 131 had traces of cocaine.

It also cites a 1985 study by the Miami Herald, which asked eleven prominent local citizens to supply a $20 bill for testing, including the Catholic archbishop, George Bush's son Jeb, and Janet Reno. Ten out of the eleven bills had traces of cocaine.

So, any large amount of bills WILL be drug tainted. Period. For any cop worth his/her salt, that fact in and of itself alone shouldn't be reason to categorically call this truck cash "drug money" since any huge stack of money will set off alarms in any scent dog's nose.

And, if the locals do want to go with "It's *just* drug money," why the heck aren't drug money truckers being held for questioning? When leaving a nuclear power plant, of all places?

I *hate* tin-foil...but, damn.

Stop at nuke plant costs truckers $504K
By Brian Bowling
TRIBUNE-REVIEW
Thursday, April 20, 2006

{snip}

"It's more than the hit on the money. It's the way it was packaged and that no one is claiming ownership," he said.

FirstEnergy security guards first questioned the men about the money and then contacted state police. The two men, meanwhile, turned the rig around and headed south on Route 168. Police declined to identify the men or their employer. Shippingport police stopped the truck a mile down the road in front of Don Cox's home. Local police were quickly joined by state troopers, the FBI and the Nuclear Regulatory Commission.

Cox, 69, saw one officer carrying the bag from the truck and figured it contained about $100,000. He was off by about $404,000."When he picked it up, you could tell it was heavy. I didn't know it was that kind of money," he said.

Shippingport police Chief Michael Pantaleo said truckers are frequently surprised by the plant's strict rules. Even licensed firearms, for example, are prohibited on the facility, so truckers frequently store their weapons with the police while picking up or dropping off loads. This is the first time someone has tried to go through plant security with a gym bag full of money, Pantaleo said.

"It was a busy day," he said. The truckers were there to pick up two containers of tools for a contractor working on an upgrade of one of the nuclear plant's two reactors, FirstEnergy spokesman Todd Schneider said. With the job done, project contractors are picking up and moving on to their next jobs, he said.

So they were there (ostensibily) to make a pick-up...not a delivery. Two containers of tools. The plant was recently partially shut down for repairs/upgrade.

If the half-mil was legit, and for purchase of a truck, or whatnot...why hasn't the owner of the cash picked it up? If no one picks up that kind of money, there's monkey business afoot.

Even if this is not terrorism-connected, it really needs better investigation than this.

Edited on Thu Apr-20-06 04:49 AM by Dunvegan
Anyone here want to claim that money and see if anyone else bothers to challenge us? (heh)

Odd to say the least. Everyone who can be connected with the truck is making zero claim on the money at this time.

Anyone think a drug dealer that can afford to move a half-mil in cash around would put it on a truck that had to pass through a nuclear power plant checkpoint?

Edited to add another article: From the Houston Chronicle, April 20, 2006

Houstonians stopped with $500,000 in PA

The men were outside the Beaver Valley Nuclear Power Station in Shippingport, Pa., Tuesday afternoon to pick up a large tool container. The plant, one of the nation's first large nuclear generating facilities, is undergoing a $300 million upgrade.

When plant security guards discovered the pair had a duffel bag containing $504,230 in 10 large bundles of bills wrapped in plastic and duct tape, they contacted local and state police.

According to the Beaver County Times, the men were stopped at a security entrance to the plant, which is routine. Security guards conducted a routine search of the truck and found the duffel bag in the sleeper portion of the rig.

The bag was locked, but when plant security guards asked one of the Houston men to unlock the bag, he said he did not have a key. The men called their boss for instructions. Their boss told them to leave the power plant.

==============

So we do know the truckers were stopped before they could bring the half-mil INTO the power plant.

After they did *whatever* they were going to make a pick-up and then leave. Then where were they headed with the *tools* they were supposed to pick up at Beaver Valley?

the premises of a nuclear power plant unless THEY WERE CERTAIN THEY WOULD NOT BE SUBJECT TO A SEARCH.
Maybe the wrong person was on duty. This thing smells.

100. UPDATE #2 - WE NOW HAVE NAMES.....
Two men from Houston, Texas, transporting more than $504,000 in cash were stopped at a security entrance to the Beaver Valley Nuclear Power Station in Shippingport Tuesday evening and briefly held but were not charged with any crime, state police said.

State police and federal officials said Wednesday they don't think the incident, though unusual, was a part of any terrorism or threat against the nuclear plant or employees there.

Shippingport police Sgt. Robert Davis said state police and federal agencies will continue to follow up leads in Chicago and Houston to determine who owns the money, which state police said could be tied to drug proceeds.

The men, Donald R. Kingsby and William Lewis, were released Tuesday evening, though state police kept the money because they suspected there could be drug residue on it. The men denied the money belonged to them.

But since earlier reports stated that as at least one of them had no ID ("honest officer, it was stolen last night") who knows if these are real names.

106. Here's a coincidence...A Google of "Donald Kingsby" has one hit...
an Australian case from the late 80s involving the trespass of a military facility...

....

Background
There are before the Full Court and the Court of Appeal, constituted by the
same bench, a large number of issues. They were either referred to the Full
Court under s. 21 of the Supreme Court Act, or are the subject of applications
for leave to appeal to the Court of Appeal. It was agreed by both parties
that all issues would be dealt with at the one hearing, which lasted 5 days.
All of the matters for consideration arose at the instance of the appellant,
who calls himself by the name given in these proceedings. For some other
purposes he is known as Leonard John Lindon. He is a qualified legal
practitioner, admitted to practise in that name in South Australia, and is
upon the roll of practitioners of the High Court of Australia. He appeared
unrepresented.
2. On 19 October 1987 he was charged under s. 89(1) of the Crimes Act
(Commonwealth) for that on that day he did without lawful excuse trespass upon
prohibited Commonwealth land, namely the Joint Defence Space Research
Facility, an establishment near Alice Springs, commonly known as "Pine Gap".

....

"The Director of the Alice Springs Emergency
Service, as to any emergency plan to meet nuclear
attack on Pine Gap. The Mayor of Alice Springs,
relating to the departure from Alice Springs of Mr
Kerr, the "hidden agenda" as to why Alice Springs
needs Pine Gap and about the effect of nuclear
explosion at Pine Gap. The Chief Minister of the
Northern Territory; Mr Ede, a member of the
Opposition in the Legislative Assembly; Mr
Snowdon, the member for the Territory in the House
of Representatives, and Mr Crossin of the
Territory Trades and Labour Council - so that they
could speak on behalf of the people they
respectively represent as to "what would happen in
the event of a nuclear explosion, whether they
live in terror or under threat or in someway are
psychologically numb to the fact that Alice
Springs is a nuclear target".
Mr Stallings who was said to have
been the first Chief of Facility at Pine Gap and
"involved in a secret agreement that was signed
with some Australians about what the real purpose
of the base was and how it was set up, and to show
from its very early days, it was totally for U.S.
nuclear strategy, its only recently its been
modified into having some role verifying peace
agreements". Donald Kingsby who was said to be
"the new head of Pine Gap".

The Labor government, which is the true "liberal" here, in the best sense of the word, (our right-wing party are called the Liberal Party, but are fascisti bush-bots,) wanted to keep control of Pine Gap, and the American government wanted to be in control of it and keep what they did there secret.

It all brings back sad memories, Gough Whitlam was a great man and a great Prime Minister.

108. Why would they need a search warrant to
search the truck when consent to search the truck was already granted?

In this other story, the men didn't consent to the search. It sounds, instead, like they high-tailed it out of the plant.

"FirstEnergy security guards first questioned the men about the money and then contacted state police.

I've tried "Beaver Valley Power Station" by itself, and with the word "truck," with the word "cash," with the word "security," etc... The news stories don't come up, and what I've seen is just local news so far.

Not to say that I haven't run into other interesting tid-bits like this:

"A man who scaled an eight-foot-high security fence at the Beaver Valley Nuclear Power Station told police he didn't know he had been trespassing. Security officers caught the California Man, shortly after he scaled the fence at the nuclear facility on August 2, 2004."

Cloudcroft chief stops Israelis with suspicious cargo
By Michael Shinabery
Staff Writer

CLOUDCROFT — That they were speeding through the school zone first got his attention.
That they had Israeli driver's licenses and expired passports made him suspicious.

Cloudcroft Police Chief Gene Green stopped the 2-ton van on Thursday, for speeding. Initially, Green thought the truck was commercial because of exterior markings. But when he found it was out of Chicago, he asked for documentation such as logs books and manifests.

<snip>

"But they couldn't give us an address in Deming they were going to," he said. "Once we got into the truck, they had some junk furniture I wouldn't have given to Goodwill." Also inside the vehicle were, Green said, "50 boxes" they claimed was a "private" delivery, but the men insisted they had no "idea what was in them."

At that point, the officers called for drug-sniffing and bomb-sniffing dogs. The men were turned over to the Immigration and Naturalization Service, and U-Haul recovered the truck. Contents of the boxes remain unknown, pending investigation.

One of the stories linked to Haaretz which is the Israeli version of the NYTimes, so it couldn't have been for linking to "conspiracy" sites......I dunno. Thanks for the reminder of the cloudcroft incident though....you are right that it does sound very similar.

So, one of the men had no identification on him because it had been stolen from the truck the night before, and neither of the men knew that the duffel bag was there or what it contained?

It seems apparent to me that someone desperate to assume the identity of a Texan truck driver broke into the vehicle but, being no thief, left the half mil as payment for the ID.

From a local Houston TV affiliate:

Cash enroute to Houston confiscated at nuclear power plant

By Elissa Rivas

(4/20/06 - KTRK/HOUSTON) - Authorities in Pennsylvania made an unbelievable find outside of a nuclear power plant.

Security officers at the Beaver Valley Nuclear Power Plant in Pennsylvania discovered $540,000, bundled inside a truck trying to come into the plant. The two men inside the truck said they were just supposed to pick up some tools there, but security guards discovered the cash.

At first, the two men were let go, but police later caught up with them and questioned them. They didn't claim the money. They just said they were coming from Chicago. A man there had put the bag in the sleeper compartment with instructions it was supposed to go back to Houston.

A reporter questioned Pennsylvania state police about the money. "So you think this was probably drug money?" asked the reporter.

"In all probability, I'd say it was," said Corp. William Bruce with the Pennsylvania State Police.

From an article on how Custer Battles was founded:

Little Big Men: Custer Battles and Bushist Blood Money
Written by Chris Floyd
Sunday, 12 March 2006

<snip>

....Plucky little guys with plenty of moxie always win out in the American Dream. But just how little are these pluckers? Their website offers a suitably Lincolnesque tale of humble origins: how they had to scrape and borrow money just to get to Iraq, where their unknown company was magically chosen by an unnamed Bush honcho who gave them the no-bid airport contract – along with a duffel bag stuffed with $2 million in small bills, just to get the ball rolling. Plucky Mike promptly deposited this swag in a Lebanese bank, far from the prying eyes of American regulators. From this potent seed sprang a mercenary/consulting outfit now worth $100 million.

I can't imagine anyone getting hold of tools without about 20 signatures. Forget security, tools cost money and no contractor is going to let them out of sight. As far as I'm concerned, that's what really makes the story stink.

234. Kingsby, Lewis and Marsh
According to Texas driving records, the rig and flatbed trailer
were registered to Glenn E. Marsh, 37, also of Houston.

No one answered the phone at Marsh's home Saturday, and Kingsby
and Lewis could not be reached Saturday.

Kingsby, Lewis and Marsh each denied knowledge of the money, which
state police said could have been tainted with drugs.

The Nuclear Regulatory Commission said Thursday it considered the matter closed :wow:

On Friday, a spokeswoman for the federal Department of
Homeland Security said the agency had been notified of the
incident, which was not being viewed as a security threat.

The department said it would not be involved in the investigation. :eyes:

223. We must get this story out!

Apparently this very troubling story needs our help to gain some traction in the news. Each of us can write to our local media alerting them to the story. Send or forward the facts to any journalists that you know. The way this situation is being covered up, or squashed, is very scary.

It is like the story that the World Trade Center was demolished (pulled)after the planes struck on 9/11, especially Bldg. 7, which has not been reported in the MSM at all, I don't believe.

This story is too "juicy" to just sink out of sight on it's own. We have to get the word out however we can! Please help, we can all make a difference, right now!!!

We need some heroes to stand up, you too can be one! Spread the story as far as you can! Please...

Beaver Valley unit restarts

The Beaver Valley Power Station's Unit 1 nuclear reactor returned to service Wednesday following extensive upgrades and refueling, FirstEnergy Corp. said Thursday. The plant in Shippingport, Beaver County, restarted 11 days ahead of schedule, and became the first nuclear reactor where a hole was cut in the containment building, and three steam generators and the reactor head inside were replaced in just 65 days. FirstEnergy workers and about 2,000 contractors did the work.

Two Workers Searching for Tools Set off a Security Alert at a Beaver County, Pennsylvania Nuclear Power Plant. State Police and Federal Investigators Responded to the Incident.

WTAE Channel 4 reported Wednesday that the security breach occurred when the men drove to the Beaver Valley Power Station in Shippingport in a tractor-trailer on Tuesday night to pick up a contractor`s two large containers of tools.

When security guards stopped the pair for a routine inspection they drove away, causing guards to alert the police, who stopped the truck about a mile from the facility.

After obtaining a warrant to search the vehicle a state trooper found a duffel bag, containing $504,230 in mostly small bills. After the driver denied knowing anything about the money or who gave it to him, the trooper seized it.

A spokesman for the FBI confirmed that while the Joint Terrorism Task Force was involved with state police over the incident, the FBI doesn`t think terrorism was involved.

228. This makes no sense at all. People are being arrested in this country
for wearing tee shirts that don't support the WOT, and now it seems, people can just drive up to a Nuclear Plant with cash in small bills, take off when security starts asking questions, get stopped by police, let go with the police saying casually 'it's probably drug money'!! So, if it's drug money, why were they let go?

This reminds me of the reports from flight schools before 9/11 about student pilots who raised suspicions because they weren't interested in learning how to land planes. Those reports were ignored also.

So the FBI and the local cops are no longer interested in pursueing this? Considering the conflicting stories about whose money it is, you'd think they'd want tot check it out!

That reminds me of the Futures that weren't picked up after 9/11. Did we ever find out who was betting on planes going down before 9/11?

Where's the DHS? This is not very comforting at all. Searching old ladies at airports but ignoring this kind of thing doesn't inspire much confidence ~

I just told this story to a friend and she hadn't heard anything about it. She was very concerned.

233. "FBI probes nuclear reactor hole"-- I never heard about this one!
Reported by the BBC

Saturday, 8 April 2006, 00:40 GMT 01:40 UK

FBI probes nuclear reactor hole

The FBI says it "has a few leads"

A Florida energy company has called in the FBI and offered a $100,000 reward to try and find out who drilled a hole in one of its nuclear power stations.

Workers at Florida Power and Light found the small hole when doing pre-start up tests on a reactor at the Turkey Point Unit Three power plant.

It had been drilled - inadvertently or deliberately - into a cooling system pipe for one of its nuclear reactors. Florida Power has now repaired the damage and plans to restart the unit.

Sabotage or accident?

"At no time was the public's safety at risk," said an FBI statement. It is now investigating the damage, along with the Nuclear Regulatory Commission.

252. I Sure Hope This Story Gets More "Legs"

This is an amazing story to just sink out of sight so quickly. This surely is a strong indication of how highly important information (or embarrassing) is managed and suppressed by the corporate owned minions of the lap-dog mass media. What a shame!

PRC's Xinhua today, and Tass and the Soviet Press from the thirties through the 1980s were just about as open and free as the US media is now.

Is it just plain fear or cowardly, craven groveling that is motivating this timidity?

I can't believe that the "rest of the story" will not be forthcoming someday, I just hope that it is sooner than later... (I doubt that we will hear about it truthfully from Paul Harvey though)

This all reminds me off the recent news out of Peru about the last years of Fujimori's reign there during which the head of national security literally bought or controlled ALL the domestic media in the country. Sound familiar?

Let'sface it! The USA today is run just like any other banana republic.

What do you think?

I can't hear you...

How about a lot louder!

255. Nuclear Reg Commission evidently not inclined to file a report on this...
They file a report for every missing or damaged instrument, injured worker, alarm malfunction and exit sign that gets stolen (literally). I've checked this site on and off for a couple years 'cause it's sorta interesting how much radioactive material and associated instruments go missing all the time....

http://www.nrc.gov/reading-rm/doc-collections/event-status/event/2006/">NRC Event Notifications

As far as truckers knocking on their door with 500K cash and saying "Umm...Rob sent me...", evidently there's no paperwork for that. And another funny thing is that I don't see anything for the tripped sprinkler either, and that should definitely be written up.

I know...I'm not really adding anything new. Just kickin' the topic up again.

A rehash of the facts:

1st August 2005; Remember the Northward report.

In Washington it is hardly a secret that the same people in and around the administration who brought you Iraq are preparing to do the same for Iran. The Pentagon, acting under instructions from Vice President Dick Cheney’s office, has tasked the United States Strategic Command (STRATCOM) with drawing up a contingency plan to be employed in response to another 9/11-type terrorist attack on the United States. The plan includes a large-scale air assault on Iran employing both conventional and tactical nuclear weapons. Within Iran there are more than 450 major strategic targets, including numerous suspected nuclear-weapons-program development sites. Many of the targets are hardened or are deep underground and could not be taken out by conventional weapons, hence the nuclear option. As in the case of Iraq, the response is not conditional on Iran actually being involved in the act of terrorism directed against the United States. Several senior Air Force officers involved in the planning are reportedly appalled at the implications of what they are doing—that Iran is being set up for an unprovoked nuclear attack—but no one is prepared to damage his career by posing any objections.

Monday 13th February 2006: Replacement begins of 60 fuel assemblies.

Unit 1 of the Beaver Valley Power Station in Shippingport, Pa., will begin a regularly scheduled outage to replace the reactor head, steam generators and about one-third of the reactor's fuel assemblies on Monday, February 13. The plant is expected to return to service in May.
Major work includes making a temporary opening in the containment building, replacing the existing reactor head and steam generators with new and improved components and resealing and testing the building. In addition, 60 of the 157 fuel assemblies in the reactor core will be replaced.

Interestingly, FENOC state that only 56 of the fuel assemblies were replaced.

According to FENOC, "significant activities" included the replacement of 56 fuel assemblies in the reactor core, preparations for the future installation of a new reactor vessel head and steam generators and other modifications and enhancements to ensure continued safe and reliable operation.

Tuesday 11th April: Sprinkler system accidentally triggered, prompting partial shut-down of plant

Tuesday 18th April: Bechtel send men to collect 2 large containers fron Reactor.

When security guards at the Beaver Valley Power Station discovered a bag containing thousands of dollars in a tractor-trailer cab, one of the vehicle's occupants told them his boss planned to use the cash to buy a truck. …
The truckers worked for a company hired by San Francisco-based Bechtel Corp., which is performing construction work and replacing equipment at the plant, said Richard Wilkins, spokesman for plant owner First Energy Nuclear Operating Co. …
The name of the (trucking) company was not released, but police said the truckers had come from Chicago and were making a scheduled stop to pick up and transport containers of tools to Youngstown, Ohio.

Wikipedia on Youngstown, Ohio (included for a laugh)

Meanwhile, the city has attempted to come to terms with its troubling reputation for corruption. In the late 1950s and early 1960s, Youngstown became identified in the public mind with Mafia-related murders (committed chiefly via car bombings). Consequently, the metropolis gained the nickname "Bomb City," and the phrase "Youngstown tune-up" became a slang term for car-bomb assassination.

Bechtel have the perfect place to hide the fuel assemblies in Youngstown, Ohio.

Bechtel Jacobs Company LLC who is the environmental management contractor for the U. S. Department of Energy's Oak Ridge Operations Office, located in Oak Ridge, Tennessee. It is working under an accelerated scheduled to complete cleanup in Oak Ridge quicker and at less cost than originally anticipated. The company is responsible for environmental cleanup and waste management in Oak Ridge; Paducah, Kentucky; and Portsmouth, Ohio. Bechtel Jacobs Company also supports DOE in a reindustrialization program to find commercial uses for many Oak Ridge facilities that no longer have a mission.

Wednesday 19th April: Reactor is restarted after refuelling.

Bechtel has a proven record of lobbying for war.

Bechtel has a series of links with the Bush administration and those pressing hardest for war within it. Bechtel’s Chairman and Chief Executive Riley Bechtel was recently appointed to President Bush’s export council. Jack Sheehan, a senior Vice-President of Bechtel, is a member of the Defence Policy Board, the Pentagon advisory council that lobbied hard for war. George Shultz, a former US Secretary of State and another Bechtel board member, was chairman of the Committee to Liberate Iraq, a fiercely pro-war group with close ties to the White House.

Having a good time in Iraq …

On April 17, 2003, following the 2003 U.S. invasion of Iraq, USAID awarded a $680 million reconstruction contract to Bechtel. This placed Bechtel in the spotlight along with other American firms like Halliburton who have come under intense international scrutiny for receiving no-bid contracts for the rebuilding of Iraq.

Bechtel would have been given duffel-bags of cash in Iraq.

…. in the week before the hand-over on June 28, 2004, the U.S.-led Coalition Provisional Authority ordered the urgent delivery of more than $4 billion in Iraqi funds from the U.S. Federal Reserve in New York. One single shipment amounted to $2.4 billion -- the largest movement of cash in the bank's history …
Cash was loaded onto giant pallets for shipment by plane to Iraq, and paid out to contractors who carried it away in duffel bags.

The drugs aspect of this case is a red-herring.

264. Terror drill, dirty bomb simulation, Chicago: May 2-4

Homeland Security is the "main proponent" (the command) for an exercise May 2-4, 2006, rehearsing a response to a WMD attack and building collapse in Downtown Chicago. State of Illinois civil assets, National Guard assets, Chicago area police assets and hospital assets will collectively be
working under Homeland Security.

3) If all of that is not enough, the dirty bomb collapses a building.

We do not have an exact location where this is happening, the National Guard doesn’t even know. It is supposed to simulate a real life situation so, nobody knows until it starts.

Considering that "drills" were taking place the morning of 9/11 and 7/7 there is always the remote possibility that this is cover for another "inside job". We pray to God that it is not.

Chicago has already had a nasty incident with a strange bomb going off on a 4th of May.

A group of "radicals and anarchists" had joined with the unions in campaigning for an 8-hour day.
During a protest meeting held to denounce the shooting of workers by police the day before, a bomb exploded. Police then fired indiscriminately at the protesters as they fled the square an panic.

Many police were shot and several killed, but it was found they had nearly all been shot by police bullets.

Despite never finding out who was responsible for the bomb, 80 activists were rounded up, 8 were brought to trial and 4 were hung, on the grounds that ""inflammatory speeches and publications" of these eight incited the actions of the mob."

The deaths of the Haymarket martyrs were commemorated by the establishment of May 1st as International Workers' Day.

265. Thanks for organizing...

and presenting so much information about this bizarre situation. I had no idea that Youngstown had such a colorful past. Being from the SF bay area about the only mention of Youngstown was in the context of the DeBartolo family, who have owned the 49ers for a long time...

I'm hoping that if Cheney&Co see that we know what they are up to, they won't go ahead with it.

By the way, what's a 49er?

And welcome to DU. :toast:

278. A few mentions online. All refer back to Cpt. Eric May.

Will the "Chicago 911" Exercises "go live?"

The exercise you are conducting may "go live" and result in tens of thousands of civilian casualties. Whatever you are preparing for as a casualty count should be taken as the best indicator of the level of mass murder actually being anticipated. It needs to be enough to rally the country behind Bush, and that means plenty of dead folks, at this point.

I believe that whatever information and security protocols you are observing relevant to this exercise are just so many prior-planned impediment to your discovering what it happening -- until after it has happened. At that point you'll be in crisis mode, operating by training, not asking questions about the official story.

The idea that political leaders resort to dire measures in dire political troubles is not new, or disloyal. Responsible military officers were advised to be on guard against just such a contingency when Nixon's poll numbers and political prospects pointed toward impeachment, and these signs are present for Bush as well. Pro-Bush media are now speculating that the only "miracle" that can save him is another 911, and former White House insiders like Paul Craig Roberts are writing articles expressing my idea that his former employer may be contemplating false-flag terror to save his presidency: http://ca.groups.yahoo.com/group/GhostTroopCommand/message/111

Texas City Nuclear 911 Inquest

The same thing now in danger of happening in Chicago almost happened in Texas City on January 31, 2006. My intelligence unit, Ghost Troop, and I were heavily engaged in late January in a national/international public affairs campaign to alert the area, specifically warning of the prospect of a 1/31 nuke attack being set up against the city.

Our work was confirmed in an article in the Galveston County Daily News on Feb. 2, 2006, which reported that national WMD-CRT "day after" assets were present in the target area on the day after our Jan. 31, 2006 prediction, on Feb. 1, 2006. The public, made aware by our public affairs campaign to get the message out, were quite alarmed, but at least they weren't dead. As with Chicago's May 2-4 exercises, the Texas City exercises were under wraps, an adjunct of an exercise being run from Jan. 31-Feb. 2 by Ft. Monroe, Virginia and Charleston, South Carolina. Like your exercise, they were run from a Tuesday to a Thursday.

The Texas City articles, by mainstream Daily News writer TJ Aulds and cyber-jounalist Greg Szymanski, can be accessed -- along with my real-time interviews -- at our 2005-2006 main operations site: http://ca.groups.yahoo.com/group/GhostTroopCommand/?yguid=167912775)

267. My tin foil hat is firmly in place
:tinfoilhat: Why do I have such little faith that agencies, such as Homeland Security and FBI, care about protecting us over this administration's agenda? I have more faith in some of the competent patriotic Americans, like Rowley, who knew something was up before 9/11. And, I'm sure when the planes were highjacked, there were some in the military wanting to respond, but were not allowed. Why do I say this? I remember the day of 9/11, that's when I found DU. There was a DUer who wrote that his friend was a pilot, and that friend was told to stand down. Then his friend was told to keep quiet and he was transferred, I believe, to Spain. I remember. Do we all feel comfortable that the one responsible for the anthrax attacks, one who murdered people, is still not apprehended? As if the attack had it's own agenda and use and now it's no big deal? And, the insider trading? Move along folks, nothing to see here. How come I feel so vulnerable and unsafe and am distrustful of the very people that are supposed to be protecting our country and it's citizens? As if the agenda of the "powers that be" are more important than the safety of the citizens of this country. I have more faith of the competency and patriotism of some of our government employees, heck I was one once. There are intelligent and competent people who work for "we the people," or should I say, once were competent people who believed in the country, its' people, overriding loyalty oaths and blind lockstepping. As agencies are purged and blind partisanship is accepted, I only see more vulnerability to the American people. and, I'm kicking this thread again--until we know what's going on with this incident.

282. Bizarre lack of MSM Interest or reporting

One of the juiciest stories, ripe enough to sensationalize and sell papers, so far this year, seems to have sunk below the horizon everywhere else but on fringe sites like DU. That only a few, mostly very small papers in towns near the nuclear power plant, have been the only traditional media to print anything about this story indicates how the MSM is manipulated and managed. There has not been a peep from any of the major news services or newspapers anywhere that I can find on Google or Google News.
