The ceremony will begin with a speech by the newest U.S. Supreme Court justice, Samuel A. Alito Jr., a New Jersey native and former judge of the Philadelphia-based U.S. Court of Appeals for the Third Circuit.

After Alito's speech, at 2 p.m., bells will ring nationwide to commemorate the Declaration of Independence.
