The figures were released along with the annual State Department Country Reports on Terrorism, and for the first time also included a strategic assessment of the war on terrorism, The Washington Post reported.
It concluded that while al-Qaida is not the organization it was four years ago, the group was adaptive and resilient, and important members of its core cadre remained alive and were adjusting to our operational tempo.
Attacks in Iraq accounted for 30 percent of the total. Half of the incidents resulted in loss of life, although more than 14,600 non-combatants were killed, and U.S. non-military deaths totaled 56, the report said.
