As a result the terror network blamed for the September 11 attacks on the United States is continuing to grow, with Iraq in particular becoming a "fertile ground", the report said.
Particularly worrisome for U.S.-led forces in Iraq, the committee said that country had become "readily accessible to al Qaeda followers anxious to take up the battle against the coalition forces."

The top US commander in Iraq says the military is yet to formally link Al Qaeda to the anti-coalition insurgency in the country.
Lieutenant General Ricardo Sanchez made the admission after three separate attacks in Iraq in the last 24 hours which left eleven foreign personnel dead.
General Sanchez says while it is believed Al Qaeda is at least partly responsible for training and funding, and even possibly carrying out the attacks, there is no specific evidence.
"We still have not conclusively established an Al Qaeda operative in the country," he said.
"We firmly believe that there are links, both financial and training and ideological, that are present but we still haven't made that final connection."
