Castro to host summit dinner; first public appearance since surgery

HAVANA, Cuba (AP) - Fidel Castro will host a dinner for visiting leaders of Non-aligned Movement nations this week in what would be his first public appearance since his surgery more than a month ago, according to an updated schedule released Sunday.

The 80-year-old leader announced July 31 he had undergone emergency surgery for an undisclosed intestinal ailment and provisionally handed over power as Cuba's president and Communist Party head to his younger brother, Defence Minister Raul Castro, 75.

Dozens of heads of state and government are expected for the summit starting Monday in Havana, during which Malaysia will turn over the chairmanship of the movement to Cuba for the next three years.

At least 10 Florida-based journalists were paid by the US government to contribute to anti-Cuba propaganda broadcasts, the Miami Herald says.
Three writers have been sacked by the Miami Herald newspaper group for an alleged conflict of interest.

One was paid $175,000 (£98,000) for hosting shows on the US-funded channels TV and Radio Marti, the paper says.

The channels are broadcast to Cuba but their programmes cannot be transmitted in the US under anti-propaganda laws.

HAVANA The overseas arm of India's main oil exploration company signed a production sharing contract Sunday with Cuba for two offshore exploration blocks in the Gulf of Mexico.

Both Cuban oil officials and representatives of ONGC Videsh Ltd., of India's Oil and Natural Gas Corp., or ONGC, said they were confident their endeavor off the north shore of the Caribbean island would be fruitful.

"We are going to achieve excellent results and success in the Gulf of Mexico," Fidel Rivero, director general of Cuba's state oil company, CUPET, said at a news conference at Havana's historic Hotel Nacional.

Cuba used to be almost wholly dependent on oil imports, getting most of its supply on extremely favorable terms from the former Soviet Union.

Buenos Aires- Argentina will participate in a summit of the 114-nation Non-Aligned Movement (NAM) in Cuba next week as an observer, after leaving the alliance 15 years ago, state news agency Telam reported Friday. NAM was founded in 1961 in the midst of the Cold War as an alliance of countries maintaining a neutral position between the US and the former Soviet Union.

The organization lost much of its prestige after the dissolution of the Soviet Union in 1991 as its many members - primarily from Asia and Africa - failed to agree on common positions.

Argentina became a member of NAM in 1973 but pulled out in 1991 under conservative president Carlos Menem, who sought closer ties with the US.

HAVANA - Cuba's foreign minister said Sunday that he is not certain whether Fidel Castro will host a dinner for visiting leaders, raising doubts over whether the ailing leader would make his first public appearance since undergoing surgery.

A dinner hosted by Castro for dignitaries attending this week's Nonaligned Movement summit was mentioned in a schedule sent Sunday by the government to international media.

But Foreign Minister Felipe Perez Roque said he could not confirm the leader's participation in the Friday event. "Fidel is recovering satisfactorily; the worst has been left behind," Perez Roque said at a news conference.

HAVANA - Diplomats and leaders of more than 100 of the world's poorer nations began gathering in this sweltering Caribbean capital Monday for a week of meetings aimed at reforging a common front against wealthier countries, particularly the United States.

Though delegates are slated to discuss strategies for fighting poverty and improving health care, some attending the conclave of the so-called Non-Aligned Movement also intend to scold U.S. officials.

At the opening ceremony Monday and in an earlier news conference, Cuba's foreign minister sharply criticized the Bush administration's Iran policy and Israel's invasion of Lebanon.

"It seems indispensable that we close ranks in defense of our rights," Foreign Minister Felipe Perez Roque said in kicking off the conference, whose attendees will include Presidents Hugo Chavez of Venezuela and Mahmoud Ahmadinejad of Iran, both current stars on the White House's list of least-favored leaders.
