Colorado rule limits union's contributions

DENVER -- Colorado Secretary of State Gigi Dennis is taking on the state's powerful unions over their anonymous donations on behalf of their members to political campaigns.
Mrs. Dennis, a Republican, ruled last month that small-donor committees, the source of most union contributions, must have permission from contributors before they can use dues money for political campaigns. She also required such committees to attest that the donations came from U.S. citizens, as mandated by the state constitution. Small-donor committees typically bundle contributions of less than $20, which are not subject to disclosure laws.
State Democrats and union leaders have fired back with a lawsuit that goes before a hearing tomorrow in Denver District Court.
