WASHINGTON -- Former Vermont Gov. Howard Dean has decided to tap U.S. Rep. Robert C. Scott, D-Newport News, to head his Democratic presidential campaign in Virginia, campaign aides confirmed Saturday.
Dean, considered the presumptive frontrunner for the Democratic nomination, is scheduled to make a brief appearance in Virginia Beach tonight to accept an endorsement from Scott, although a state chairmanship announcement will come later.
The decision to elevate Scott's role in the campaign underscores Dean's strategy to target urban and minority voters in a conservative state that likely favors President Bush next fall. Scott, Virginia's only black congressman, represents an urban district from Richmond to Norfolk.
"That would be a very powerful statement," said Donald S. Beyer Jr., a former Virginia lieutenant governor who now serves as national treasurer of Dean's campaign.
