CHICAGO -- City officials on Thursday sent out the first batch of layoff notices to city employees and announced that some full-time employees at the Department of Transportation would be converted to seasonal workers to address the failure of an early retirement package in Springfield.

Budget Department spokeswoman Lisa Schrader said the city sent out its first batch of notices to the Laborers Union on Thursday, though she could not provide a specific number.

Schrader said the layoffs announced Thursday would be effective on Jan. 1, as the contract with the Laborers Union requires 21-days notice for the employees being laid off.
