They have remote intelligence in the Naval Reconnaissance Office and the NSA, human intelligence from the double-secret non-DIA spy agency that Rumsfeld created, and operational capability with SOCOM. They have their own torturers, their own assassins, their own psychological operations, their own reporters and news outlets. They may control some or all of the $2.3 trillion that went off the books on September 10, 2001, and they have Paul Wolfowitz running the World Bank.

Why would Defense want to cooperate with other intelligence agencies at this point? Which means Negroponte pretty much didn't have much of a job to do as intelligence coordinator.

But if Defense intelligence wants to make a clean break, it means they have to kill off one very powerful rival: the CIA. And CIA is in a vulnerable position now, now that they've effectively become the world's largest dealer of Asian heroin. Everyone knows it, it's just that for the moment Congress is pretending it doesn't know.

And suddenly, Negroponte accepts a demotion, which gets him out of the heroin business. Hmmm.
