EU Panel OKs Report on Secret CIA FlightsAssociated Press 01.23.07, 6:46 AM ET
A special committee of the European Parliament on Tuesday approved a report
alleging EU nations including Britain, Poland, Germany and Italy were aware
of secret CIA flights over Europe and the abduction of terror suspects by U.S.
agents into clandestine detention centers.
The report, which concludes the committee's yearlong investigation into
questionable CIA activities in Europe, also accuses EU foreign policy chief
Javier Solana and other high-ranking officials of failure to cooperate with the
investigation and of withholding information about the U.S. secret detention
program.
But, in a crucial amendment pushed through by conservative lawmakers, the report
says that it is not possible to prove that CIA secret prisons were based in Poland
- an allegation that prompted the probe in November 2005.
-snip-The special committee has no legal powers but can recommend sanctions against EU
countries if a member state violates the continent's human rights treaties by housing
a secret jail or secretly transferring terror suspects to countries where they could
face torture.
