As the Earth's temperature has risen in recent years, there has been growing agreement among scientists that the trend is due in large part to rising levels of "greenhouse gases" in the atmosphere. These gases, coming from cars, factories and power plants, trap heat.
More than a half-dozen states have set targets for reducing their output of global warming gases. California has a law requiring the state to slash its global warming emissions to 1990 levels by 2020.
•House Speaker Nancy Pelosi, D-Calif., plans to form a special committee to study global warming and energy independence. She directed House committees to pass global warming bills by July 4. "It says to the American people, we are about the future," Pelosi said.
