Senate Democrats are preparing a legislation that will require the president to obtain prior congressional approval for any military strike. The Democrats apparently do not want President Bush to act arbitrarily in ordering an offensive against Iran.
Leading the senators in this effort is Democrat Jimm Webb, of Virginia, who is a Vietnam war veteran and former Republican Navy secretary. He said the details are still being worked out, but he would be planning to have it introduced as an amendment to the bill seeking $93.4 billion for war efforts in Iraq and Afghanistan.

The Senate may also discuss a resolution from two Senators, Joseph Biden, Democrat, Delaware, and Carl Levin, Democrat Michigan, calling for return of all combat troops in Iraq by March 2008.
Meanwhile, Democratic Representatives said they are willing to authorize the funding but this should come with conditions. Representative John Murtha, chairman of a defense spending panel overseeing war funds, says Democrats are discussing provisions that need to be attached requiring that U.S. troops have proper training, adequate equipment and enough rest before they take up positions.
Senior Democratic Representatives are also discussing the viability of a legislation that would require pull-out of troops from Iraq within six months if Iraqi leaders fail to fulfill promises to contain the violence raging in the country.
