Army Relieves Walter Reed Commanding General
Posted by Patriot on 2007/3/2 9:46:43 (36 reads)
Military

Mar 01, 2007 -- At 10 a.m. March 1 Army Maj. Gen. George W. Weightman, commanding general of the North Atlantic Regional Medical Command and Walter Reed Army Medical Center, was relieved of command by Secretary of the Army Dr. Francis J. Harvey. This action has been under consideration for the last several days, with the final decision being made yesterday.

Maj. Gen. Weightman was informed this morning that the senior Army leadership had lost trust and confidence in the commander's leadership abilities to address needed solutions for Soldier-outpatient care at Walter Reed Army Medical Center. The Commanding General of U.S. Army Medical Command, Lt. Gen. Kevin Kiley, will be acting temporarily as the Walter Reed commander until a general officer is selected for this important leadership position.

(snip)

Secretary of the Army Dr. Francis J. Harvey directed Vice Chief of Staff of the Army Gen. Richard Cody last week to develop and implement an Army Action Plan to address shortcomings at Walter Reed as well as Army-wide. The four focus areas of the Army Action Plan are: 1) Soldier accountability, health and welfare; 2) infrastructure; 3) medical administrative process; and 4) information dissemination. Gen. Cody put a 30-day deadline on many of these actions.

(snip)

"We'll fix as we go; we'll fix as we find things wrong," Secretary Harvey said recently. "Soldiers are the heart of our Army and the quality of their medical care is non-negotiable."

23. Harvey worked with IT - owned by Carlyle
Dr. Francis J. Harvey, Secretary of the Army, Omits Stint as IT Group CEO on DoD Bio

The official Defense Department bio of Secretary of the Army, Dr. Francis J. Harvey, omits to mention Harvey's role as CEO of the IT Group. The publicly traded IT Group was controlled by the Carlyle Group in January 2002 when it went under in what should be termed a suspicious bankruptcy with Francis at the helm.

I began following the IT Group in 2001 and it makes for an interesting study in how the Carlyle Group operates. In this case, the Carlyle Group piled on the IT Group's debt while at the same time, the IT Group was being awarded megabucks in government contracts and making some unusual acquisitions.

When it went under, the IT Group had a $4 billion backlog in government contracts. In what was one of the quickest bankruptcy dispositions I've ever seen, the backlog and some assets were transferred to the Shaw Group for a combination of cash and stock. The IT Group backlog included contracts for the managment of Cape Canaveral, the Everglades cleanup and the cleanup of the Fresh Kill landfill in Staten Island NY.

In March 2001, the IT Group was jointly awarded a contract potentially worth $3 billion to build military housing.

16. from LA TIMES, "officials speaking on condition of anonymity said Gates asked..."
http://www.latimes.com/news/nationworld/nation/la-na-walterreed3mar03,0,5999813.story?coll=la-home-headlines

But senior defense officials speaking on condition of anonymity said Gates had asked Harvey to leave. Gates was displeased that Harvey, after firing Maj. Gen. George Weightman as the head of Walter Reed, chose to name as Weightman's temporary replacement another general whose role in the controversy was still in question.

"I am disappointed that some in the Army have not adequately appreciated the seriousness of the situation pertaining to outpatient care at Walter Reed," Gates said in the Pentagon briefing room. He took no questions from reporters.

18. Who reports to whom?
I think I recall that the Chairman of the JCS reports directly to the President. Is that the case for the Sec. too?

I think I know why it's set up like this: They (we) don't want the JCS to have direct authority over the military. They are not really in the chain of command. The chain of command goes POTUS/CIC- Sec. Def.- Sec. Army, etc.?

Harvey steps down after disclosures of problems at Army hospital

WASHINGTON - U.S. Army Secretary Francis J. Harvey resigned Friday as the Bush administration struggled to cope with the fallout from a scandal over substandard conditions for wounded soldiers at Walter Reed Army Medical Center in Washington.

The surprise move came one day after Harvey fired the two-star general in charge of the medical center in response to disclosures of problems at the hospital compound.

Harvey has been the Army secretary since November 2004.

Gates named an independent review panel last week to investigate what he called an "unacceptable" situation in outpatient care at Walter Reed Army Medical Center, and he said that some soldiers "most directly involved" in the problems had been removed from their positions.

http://en.wikipedia.org/wiki/Francis_Harvey

Dr. Francis J. Harvey was the 19th Secretary of the United States Army from November 19, 2004, until March 2, 2007.

The majority of Secretary Harvey's career has been spent with corporations that provided products and services to the federal government, particularly the United States Department of Defense, and included a year of government service. He has been involved in over 20 major defense programs across the entire spectrum from undersea to outer space, including tanks, missiles, submarines, surface ships, aircraft and satellites. In addition, he was a member of the Army Science Board in the late 1990s, traveling to numerous U.S. Army installations, and participated in early studies that helped define the Future Combat System. Secretary Harvey also served for one year as a White House Fellow and assistant in the immediate office of the Secretary of Defense, Harold Brown, in the late 1970s.

Prior to his appointment as the Secretary of the Army, Secretary Harvey held various professional, management and executive positions within the Westinghouse Corporation from 1969 to 1997, including President of the Electronics Systems Group, President of the Government and Environmental Services Company, and Chief Operating Officer of the multi billion dollar Industries and Technology Group. Most recently Secretary Harvey was a Director and Vice Chairman of Duratek, a company specializing in treating radioactive, hazardous, and other wastes, as well as a member of the board of several other corporations.

Secretary Harvey earned his doctorate in Metallurgy and Material Sciences from the University of Pennsylvania and his Bachelor of Science at the University of Notre Dame in Metallurgical Engineering and Material Science. Secretary Harvey was born and raised in Latrobe, Pennsylvania.

Harvey resigned March 2, 2007, in the wake of the Walter Reed Army Medical Center scandal.<1>

U.S. Army secretary quits in veterans scandal

By Steve Holland and Kristin Roberts

WASHINGTON, March 2 (Reuters) - U.S. Army Secretary Francis Harvey has resigned after
reports that troops wounded in Iraq and Afghanistan were being poorly treated at the
Army's top hospital, Defense Secretary Robert Gates said on Friday.

The resignation of Harvey, the top civilian at the Pentagon overseeing the army, was
announced a day after the head of the Walter Reed Medical Center hospital was fired.
Gates said problems at the Washington hospital were due to leadership.

"I am disappointed that some in the Army have not adequately appreciated the seriousness
of the situation pertaining to outpatient care at Walter Reed," Gates said.

"Some have shown too much defensiveness and have not shown enough focus on digging
into and addressing the problems."

That's Gates sticking the shiv into the Army leadership and twisting it nice and slow for all to see, and completely distancing himself from the people who lashed out at the media saying this wa completely overblow.

21. Do you think this has something to do w/ rumors of war in Iran?
--several generals vowed to resign if we attacked Iran
--last week Cheney visited Australia where the PM was required to sign a non disclosure agreement
--Australia is or will be will be hosting a US military comms base that would be used to direct war in the Middle East
--from Australia, Cheney's plane is diverted and lands in Singapore, ostensibly because of a mechanical problem
--then Cheney personally makes an unannounced visit to a war zone and a suicide bomber attacks the base he visits
--right about the time Cheney's bomb went off in Afghanistan, China dumped stocks sending the Dow plunging 500 points in less than an hour
--and when Cheney gets back to the US the press gets handouts talking about an unnamed "senior white house official" that was obviously Cheney himself

24. Walter Reed furor claims Army secretary (Gates says Harvey 'resigned")

Walter Reed furor claims Army secretary

By LOLITA C. BALDOR, AP Military Writer Sat Mar 3, 10:15 AM ET

WASHINGTON - It began with reports of mice and moldy plaster, but after two weeks of outrage, the scandal over poor conditions at Walter Reed Army Medical Center has claimed several careers — including the secretary of the Army's.

Secretary Francis J. Harvey's abrupt dismissal Friday came under withering criticism from
Pentagon chief Robert Gates, who said the Army's response to the substandard conditions for the war-wounded was defensive, and not aggressive enough. And it left the door open for more personnel changes, as investigations continue and Congress prepares for hearings next week.

Harvey's departure was the most dramatic move during two weeks of furor over the treatment of soldiers at one of the military's highest-profile and busiest medical facilities.

............
Gates said Harvey had resigned, but senior defense officials, speaking on condition of anonymity, said Gates had privately demanded that Harvey leave. Gates was displeased that the officer Harvey had chosen as interim commander of Walter Reed — Lt. Gen. Kevin Kiley, the current Army surgeon general and a former commander of Walter Reed — has been accused by critics of long knowing about the problems there and not improving outpatient care.
