WASHINGTON (AP) - Conservative stalwart Newt Gingrich has done nothing to lay the foundation for a presidential run except talk - yet he ranks third among Republicans in most national polls.

"We need to stand decisively for the values and principles of the future of the American people," the former House speaker from Georgia declared Saturday to GOP activists who gave him a celebrity's welcome at the annual Conservative Political Action Conference.

Grinning, he slowly ambled down an aisle toward the speakers' stage to the strains of "America the Beautiful," thundering applause and chants of "Newt! Newt! Newt!" His audience - many in their 20s - reached out to touch him and take his picture.

Over the past few weeks, at least four polls have put Gingrich behind only former New York City Mayor Rudy Giuliani and Sen. John McCain of Arizona. Ex-Gov. Mitt Romney of Massachusetts came in fourth.

The former House speaker from Georgia was addressing GOP activists Saturday at the annual Conservative Political Action Conference.

Over the past few weeks, at least four polls have put Gingrich behind only former New York City Mayor Rudy Giuliani and Sen. John McCain of Arizona. Ex-Gov. Mitt Romney of Massachusetts came in fourth.

The ranking reflects Gingrich's status among the party's right wing as well as the Republican base's discontent with Giuliani, McCain and Romney.

Unlike Gingrich, all three are actively campaigning for the nomination and are considered the party's strongest contenders so far. Conservatives, however, are wary because they do not trust any of the three to sincerely champion their causes.

"A lot of Republicans are still searching," Wendy Nanney, chairwoman of the GOP in Greenville County, S.C., said recently. Her counterpart in Iowa's Henry County, Robin Malmberg, agreed: "Gingrich may be one that people can rally around."

Beloved by conservatives, Gingrich helped develop the "Contract with America" manifesto of 1994 and end four decades of Democratic power in the House. He abruptly resigned as speaker after a rocky four years and following the GOP's poor showing in the 1998 elections.

10. I REALLY want Newt Gingrich to run for president
Newt's got five problems that will make him easy to beat:

The least of his problems is that his political experience is all in the House of Representatives.

His politics make John Birch look like a leftist, which puts him WAY to the right of the vast majority of Americans. After eight years of Shrub, that ain't gonna play in Peoria.

He is a big-time adulterer.

He divorced a wife while she was laying in a hospital bed recovering from cancer.

And the most important problem: he's short, ugly and shaped like a water heater. He speaks like he's got an anvil shoved up his ass, and he's named after a lizard.

Giuliani's only claim to fame is 9/11... when all he had to do was act sorta Presidential. Ability to tackle and solve complex problems? Forget it.

Gingrich? Good idea man sometimes. Never follows through (see "Contract on (not with) America.) The guy's all illusion with absolutely no substance.

Plus their.... ummm. personal problems.

I really HOPE the GOPers give one of these two the nod. It'll be the red carpet for Gore and or and Obama. Notice that I'm not menttionng Hillary. I wouldn't trust as far as I could through my 110 pound wife,

18. the theory running around in my head is that they can afford to have Newt run
because of the conventional wisdom that Hillary, nominee apparent, is an equally polarizing figure, and the effect would be to "balance each other out," and, if need be at the end, they can pull their usual dirty tricks and methods of stealing, to pull off an otherwise impossible Republican victory.

If Hillary gets eliminated early for whatever reason, I dont think you would ever see Gingrich run.

25. One needs to ask Newt if he agrees with the defense of marriage bills
and if he believes in honoring marriage vows, particularly the one which say "in sickness and in health". What he has done to the institution of marriage in his own life is far more damaging than what a gay couple could ever do to it. He should never be allowed any space from his dishonoring of his former wife and the vows he took with her.

Heir to Reagan, my ass. I don't like anything that Reagan stood for, but I will say that he never, ever appeared to dishonor Nancy and that may be the only thing about him that I admire.
