Pacific Daily NewsFormer court administrative director Tony Sanchez and California attorney Howard Hills pleaded not guilty to charges stemming from the use of $324,000 in Guam taxpayers' money for payments to disgraced lobbyist Jack Abramoff.

Abramoff's services were obtained while the Superior Court tried to lobby against legislation that would merge its hiring, budgeting and other administrative powers with those of the local Supreme Court.

Abramoff's lobby firm billed the local court, through Hills, for meetings and dinners that had to do with seeking exemptions from federal transportation rules, according to the billing records. The sought-for exemption would benefit foreign airlines that fly to Guam.
At the time Abramoff was paid with Superior Court funds, the lobbyist also obtained a White House endorsement of Gov. Felix Camacho's gubernatorial campaign in 2002, a congressional Government Reform Committee report last year and records released by the local court show.
The Abramoff lobby firm also billed the local court, through Hills, for drafting a complaint in Congress against then-Delegate Robert Underwood, who was running against Camacho for the Guam gubernatorial seat at the time. The complaint alleged improper use of congressional mail resources.
