Public-employee unions and child-care providers urged lawmakers on Wednesday to write into law their collective-bargaining rights with the state.
Gov. Ted Kulongoski signed executive orders in 2005 and 2006 to grant such rights to 5,000 family child-care providers, who each oversee three or fewer children, and 4,400 in-home child-care workers who are allowed to supervise more. Senate Bill 788 would write those orders into state law.
The Senate Commerce Committee heard Wednesday from Local 503 of Service Employees International Union, which represents more than 40 percent of state workers; Council 75 of the American Federation of State, County and Municipal Employees and AFSCME Local 132, known as Child Care Providers Together.
