Manhole covers in and around the square will be welded shut on Wednesday evening, while all trash cans, mail boxes and newspaper vending machines will be removed.

Heavily armed "Hercules" teams — specially trained for rapid reaction to a terrorist attack — will be out in force, backed by bomb squads, and highway, aviation and harbour patrols.

Sand trucks will be stationed across the streets at main intersections to prevent any unwanted vehicles entering Times Square, which will become a pedestrian only area from 4pm (2000 GMT).

Police officers will carry radiation detectors, while "counter-sniper teams" will be deployed on rooftops.

"I'm going to be there. I'm going to be safe, and so are you," Bloomberg said, rejecting suggestions that the level of security would dampen the traditionally festive atmosphere.

1. I hear they are welding shut and removing garbage cans
So you can imagine the mess after that! As I like to say whenever they do something like this, we're providing the illusion of security. If someone really wants to do something to terrorize us, and they have the determination (I think we've already established that) these security measures aren't going to mean much. It's all show, and very little practicality. If we have information regarding a serious threat versus just trying to scare people, then they need to cancel the darn thing and be done with it.

2. Removing the trash baskets doesn't matter.
It's always a mess after New Year's Eve. The Sanitation Dept. does a good job cleaning up.

The whole "being in the crosshairs" thing just turns the happy guy into a mello fello.

they have removed mail boxes, welded manholes, removed garbage cans and blocked streets for New Year's Eve for years.

this is not a post-9/11 thing. (snipers might be, though.)
