Bush calls on N.Korea to reveal all nuclear programs

U.S. President George W. Bush wrote to North Korea's leader Kim Jong-il and told him Pyongyang must make good on its promise to reveal all details of its nuclear programs, the White House said on Thursday.

"The president reiterated our commitment to the six-party talks and stressed the need for North Korea to come forward with a full and complete declaration of their nuclear programs, as called for in the September 2005 six-party agreement," White House spokesman Gordon Johndroe said.

"President Bush wrote letters to all the leaders involved in the six party-talks last Saturday, Dec. 1," he said. The group also includes Russia, Japan, China, South Korea.

North Korea shuttered its main reactor in July under a February deal. In exchange for disabling its plutonium production facilities, the impoverished country will receive 1 million tons of heavy fuel oil or equivalent aid.

WASHINGTON (AP) -- President Bush's personal letter to North Korean leader Kim Jong Il, raising the possibility of normalized relations if he fully discloses his nuclear programs by year's end, is a turnabout for a president who has labeled the communist regime part of an "axis of evil."

"I want to emphasize that the declaration must be complete and accurate if we are to continue our progress," Bush wrote, according to an excerpt of the Dec. 1 letter obtained by The Associated Press.

The Bush administration sought to play down the diplomatic significance of the letter - the president's first to the reclusive North Korean leader. Yet, it reflected how U.S. policy toward the nation has shifted from the days when Bush shunned the dictator.
