Diplomats say the United Nations is likely to send a mission to Iraq to examine whether it is feasible to hold elections before the end of June, when the U.S.-led occupying powers plan to hand back sovereignty to Iraqis.
Iraqis seemed enthusiastic about a return by the U.N..
"Absolutely. They should return to organize the transfer of power," said Usama al-Kaissi, a civil engineer shopping at a market opposite the U.N.'s Baghdad headquarters, still scarred by a truck bomb attack in August that killed 22 people.
