WASHINGTON (AP) - Afghanistan is in a "fragile state" and the international community must beef up the peacekeeping force there, the head of the Senate Foreign Relations Committee warned Tuesday.
The comments by Sen. Richard Lugar, R-Ind., came only hours after a suicide bomber struck a convoy of the NATO-led security force in the Afghan capital, killing a Canadian soldier and an Afghan civilian. The attack also wounded three Canadian troops and eight civilians, officials said.
In comments prepared before Tuesday, Lugar told a committee hearing that there are reasons for optimism in Afghanistan - progress has been made toward rebuilding the economy, education and infrastructure since the breakup of Osama bin Laden's al-Qaida terrorist network and fall of the Taliban regime two years ago.
But "solidifying and expanding these successes ... depends on making further progress on security," he said, noting that southern and eastern Afghanistan in particular remain dangerous areas of Taliban activity.
