"If you really want to get into our national security, Dr. Kay has done some valuable work that has told me, as person with responsibility, that I have got to find a way to get more capabilities in the hands of the intelligence community to deal with these hard targets," Rep. Porter Goss, R-Fla., said in an interview with The Associated Press.
Goss, a former CIA officer, said he agrees with Kay that President Bush made the right decision to invade Iraq and depose its president, Saddam Hussein. But, he said, the intelligence that led to the invasion of Iraq was inadequate because intelligence agencies failed to penetrate Saddam's inner circle.
Goss blamed the apparently erroneous intelligence on underestimation of the fear and repression in Saddam's Iraq and insufficient intelligence budgets during the 1990s. He said the intelligence system needs more resources.
"I already knew it, but I know it in a more reinforced way now, and I figure Dr. Kay has done me a favor," Goss said.
