New military tactics lured Arab tribesmen to mobilize against al-Qaeda. Armed and paid by the U.S., the tribesmen had all but cleared their province of Qaeda.
But the group is said to be returning to the province as many tribesmen now feel betrayed by the U.S. which they say only wanted to use them as “proxies” in its war on Qaeda.
Suicide bombings of the type blamed on al-Qaeda have made a comeback and last week at least 15 people were killed and 17 others injured in such an attack in Falluja, one of Anbar’s major towns.

Fearing loss of control, Iraqi troops have slapped a tight curfew on Ramadi and other major towns such as Falluja, Haditha, Barwana and Haqlawiya.
Vehicles are banned from entering or leaving these towns. Traffic inside these cities is forbidden.
