Medicare itself does not distribute payments to doctors for services. Instead, the CMS (Center for Medicare/Medicaid Services), which administrates Medicare, awards contracts to separate insurance companies <2>. Wellpoint, Inc., which owns major insurance companies such as Blue Cross/Blue Shield, has taken most, if not all of these contracts <3>. Quoting from HowStuffWorks.com: "Initially, Medicare was as a single-payer system in which the government acted as the administrator and distributor of taxpayer-funded health insurance. However, since the 1990s, government officials have made changes that allow private insurers to take part in Medicare, opening the system to market forces." <4>
Meanwhile, doctors are reporting drastic changes in payment times and schedules for Medicare. Typically, Medicare companies pay out as soon as possible, because by law they can only pay two weeks after an electronic claim is filed. One doctor, who was originally paid by an independent insurance company for Medicare says that "Payments have gone from taking 3 weeks or less to more than 9 weeks when Wellpoint started to send Medicare checks to us. Meanwhile, we're just trying to keep the office going, and we can hardly manage with the delayed payments." <5>
That's right, payment times have tripled under Wellpoint insurance. Many doctors report the drastic change in payment times across the United States.
So what's Bush's big mistake?
According to the Wellpoint company website, George W. Bush's uncle is on the board of directors <6>. In addition, he owns a company, Bush-O'Donnell and Co., which is described as a "a holding company with interests in insurance, money management, investment banking and manufacturing." <7>
By allowing Wellpoint to take nearly all Medicare contracts, putting payments on hold, and additionally allowing Wellpoint to nearly triple the time it takes for doctors to be paid by Medicare, it can be seen the Wellpoint must make an extremely large amount of profit by holding the nearly $500 billion that flows through Medicare each year, and collecting interest on that money.
