The UN resolution authorising the US presence expires on 31 December 2008.

The 31 July deadline is a self-imposed time-limit, so missing it would not have any impact on the legality of the US military's presence in Iraq.

... the delay suggests that there are serious disagreements between the US and Iraq over the future of American forces in the country ...

4. Not a problem.
If there's no agreement on Dec. 31 2008 at 23:59:59, you can expect nearly all US troops to be out.

At that point, peace and tranquility should reign in Iraq, AQ-in-Iraq will magically and agentlessly vanish from the pages of time, oil infrastructure will morph into conformity with 2008 technological levels, Syria, Iran, and Sa3udiyya will all spontaneously tell their agents in Iraq to stand down and return home, and Sadr's forces will personally be beating their AK-47s into plowshares to take advantage of the newfound agricultural land, making Iraq against hte breadbasket of the Middle East.
