"There is no doubt that what was done by certain people was certainly improper. There is no way of getting around it," Sergeant-at-Arms William Pickle said in an interview with The Associated Press.
Pickle has been criticized by conservatives for the scope and cost of the investigation. Working with Secret Service agents, investigators have conducted more than 100 interviews and seized several computers.
"I think this is a colossal waste of time and taxpayer money," said Kay Daly, spokeswoman for the conservative group Coalition for a Fair Judiciary.
