NM man arrested in suspicious powder mailings

DALLAS — Federal authorities have arrested a 47-year-old New Mexico man in the mailings of suspicious powder to banks and federal offices around the country.

The U.S. Attorney's office in Dallas says Richard Leon Goyette was arrested Monday at the Albuquerque, N.M., airport. Goyette's scheduled to make an initial court appearance Tuesday in Albuquerque.

The criminal complaint charges Goyette with knowingly and intentionally conveying false and misleading information.

He is accused of mailing 65 threatening letters to financial institutions in October. Sixty-four of the letters contained an unidentified white powder that later tested negative for any hazardous materials.

2. This can't be right, it's only been a couple of weeks at most since the letters were mailed.

The Bush people looked for years to find out who mailed anthrax to the Senate and NBC, and never found the person(s) involved!

although this involved the banking industry, which is a far more serious matter, than threatening some media outlets or Democratic politicians. Plus, this guy went a little over-board.

Threatening letters bearing Amarillo, Texas, postmarks with the message "It's payback time" and promising death within 10 days were sent in October to banks and financial institutions, according to the FBI.

More than 50 letters were mailed to Chase Bank branches and federal regulatory offices in 12 cities within a week. Most of the letters were in envelopes containing white powder, which so far has tested negative for any dangerous toxins.

Letters were opened in the offices of Chase Bank branches, the FDIC and the U.S. Office of Thrift Supervision, which regulates all federal and many state thrift institutions.

They were sent to offices in or near 12 cities: Arlington, Va.; Atlanta; Chicago; Columbus, Ohio; Dallas; Denver; Newark, N.J.; New York City; Oklahoma City; Phoenix; San Francisco and Washington.
