LONDON (AP) — The British government says it won't publish minutes of top-level government meetings held prior to the Iraq war.

Justice Secretary Jack Straw says the government will block publication of minutes of Cabinet discussions held days before the Britain joined the U.S.-led invasion of Iraq in 2003.

The documents could provide insight into one of the most controversial decisions by former Prime Minister Tony Blair. His participation in the war gravely diminished his popularity.

Such records are normally kept secret for at least 30 years. But Britain's Information Tribunal had ruled the public interest in them outweighed confidentiality concerns. However Straw said Tuesday that release of the minutes could damage the way Britain's government works.

The Government will exercise veto powers to block publication of key Cabinet minutes under freedom of information laws, it has been announced.

Mr Straw said he had signed a certificate under section 53 of the FOI Act, "the effect of which is that these Cabinet minutes will not now be disclosed".

Allowing publication to go ahead would cause "serious damage to Cabinet government, an essential principle of British democracy".

Mr Straw told the Commons he had consulted with the rest of the Cabinet before taking issuing the veto, and the decision had not been taken "lightly".
