Tory leader Michael Howard says the way Lord Butler had chosen to interpret the inquiry's terms of reference was "unacceptably restrictive". Mr Howard said the inquiry should give equal weight to the actions of individuals and not just structures. The Lib Dems had already declined to take part in the review because they thought its remit too narrow.

The prime minister's official spokesman insisted that the inquiry's credibility depended on its "independent nature", when asked if it could retain credibility without the support of both main opposition parties.
"This is an independent inquiry with three independent members of long standing and very good reputations in their fields. Clearly, the prime minister wanted it to have as broad a base as possible."
