Washington - United States Defence Secretary Donald Rumsfeld said on Thursday that neither American troops nor fledgling Iraqi security forces could completely protect Iraqis from devastating attacks like those against Shi'ite Muslims this week.
Rumsfeld's comment in an an interview with Reuters came as the head of Iraq's Governing Council said the country's US-led occupiers must do more to provide protection after bombs killed at least 181 people in Baghdad and Kerbala.
Asked if the US military would proceed with its plans to reduce its high-profile presence in the heart of Baghdad, Rumsfeld said only that it would be up to American military commanders.
