HARTFORD, Conn. -- The lawyer for the committee investigating Gov. John G. Rowland said Monday that dishonesty and ethical misconduct can form the basis for impeachment.
Meanwhile, Rowland's legal counsel repeated that impeachment should be reserved for the most serious offenses. In most cases, Ross Garber said, that means a criminal indictment.
Both Garber and Steven Reich, special counsel for the House Select Committee of Inquiry, agreed that impeachment occurs rarely in this country and should be reserved for serious offenses. But there were some differences between the two lawyers' opinions.
Garber and Reich outlined their thoughts on standards for impeachment during half-hour presentations to the committee Monday. Unlike the U.S. Constitution, there is no standard for impeachment in the Connecticut Constitution.
