Al JazeeraKai Eide, the UN's special envoy to Afghanistan, has said that more emphasis needs to be put on a civilian rather than a military strategy in the fight to defeat opposition forces in the country.
Eide made the comments to the UN Security Council on Wednesday, in his final address to them before he steps down from his position.
He said that the military focus in Afghanistan now needs to be rebalanced with a civilian strategy, meaning the strengthening of civil organisations, the building of civilian institutions and infrastructure, and training.
He asserted that this should come after a speeding up of the gradual transfer of authority from international forces to Afghan security personnel.
