It's Reconciliation (Update) »

By Michael McAuliff

A well-informed source tells The Mouth Nancy Pelosi is set to announce the House will go the reconciliation route on health care reform.

Of course, that means using a budgetary procedure that requires a simple majority to pass.

It’s still unclear to us precisely what that means would be passed, but possibilities would be creating a national health care exchange and expanding Medicare or Medicaid coverage.

Democrats are caucusing now, so stay tuned.

Update: A second source confirms that Pelosi is presenting a reconciliation plan to the caucus, and making sure they go with something that can actually pass.

Separately, she is meeting with Harry Reid today.

2. Reconciliation means no regulation, but a public option.
So it has potential.

7. + Good for the PO. What are the consequences for "no regulation" though? Optimistic on this one!

13. Medicare for all solution solves that problem because the Medicare option would be less restrictive
So I think it works either way.

15. The story is that reconciliation can only be used on budgetary matters. Regulation does not affect
the budget in theory.

25. That can pass separately
Who is going to vote down a law that says insurance must accept everybody. If private insurance has to compete with a public option on that basis, that could work. Some people, like me, have an annual check-up and two $4 prescriptions that I pay for myself. They're getting $6,000 a year to carry me. I'm not a burden on any insurance company. If they want my money, they'd have to compete with a public option to keep me.

37. Who is going to vote down....
I think that we all know the answer to that one. Still, your point is well taken. BTW, I am wondering if they can strike down the mandate too. Can they also put in a clause for the public execution of Lieberman?

45. The Senate bill, the one with no public option and a mandate to buy,
is gone, if the House doesn't pass it, which they won't.

The public execution of Lieberman wouldn't be a budgetary matter, so, no, that couldn't pass under reconciliation. It'd have to be a separate bill, but I don't think it'd be filibustered, so you'd still only need a simple majority.

Adjusting the age of Medicare eligibility is a budgetary matter, so it could be done under reconciliation.

50. If the insurance industries have the competition of a good public option
There does not need to be any regulation. But if they are talking Exchanges run by insurance, which is another barrel of snakes entirely,no regulation spells disaster.

and can be passed separately if Reid just gets his head out of his ass and pulls his caucus together.

http://www.democraticunderground.com/discuss/duboard.php?az=view_all&address=389x7480650

This will not give people everything they believe it will. Reconciliation is not a panacea or cure-all for HCR problems.

29. It keeps most of the good stuff
and tosses the worst of it. And I disagree on the public option since it will allow subsidies to be used in its purchase. Besides, if they expand Medicaid to 150% and Medicare to 55 plus, then that alone is worth passing and get some of the other things through separately. Frankly if they do this without the individual mandates, it'll be better in the long run anyway.

36. There are people here who believe that reconciliation will give them everything
the current legislation lacks, including the public option. It won't and this is claimed mostly by those who cannot be bother to learn what reconciliation is about and particularly how it relates to HCR.

Are they going to try to do a whole 'nother bill, via budget reconciliation, or are they going to pass the Senate bill and then "fix" it, via budget reconciliation?

Waiting for more info before applauding or booing.

Democratic senators (Boxer, Brown (OH), maybe Durbin, Mikulski) to get something together. Yes, I know he is the "leader", but he has failed.

42. Pretty sure this is just wishful thinking...
http://tpmdc.talkingpointsmemo.com/2010/01/white-house-lets-let-dust-settle-on-health-care.php?ref=fpa

"The White House will move health care reform to the back burner, in order to 'let the dust settle' after Democrats lost their Senate super-majority."

The message here is pretty clear. HCR is dead for this year at least.
