Man with gun surrenders in Solano County (CA hwy sniper)

11:26 a.m.: Interstate Highway 80 is now open in both directions in Solano County following the surrender this morning of a man with a rifle in a van on the shoulder of westbound I-80, the California Highway Patrol reports.

The 8:15 a.m. incident closed both directions of the highway and traffic backed up for miles. The man surrendered to the Solano County Sheriff's Department around 10 a.m.
