Two guards at a high-security youth detention facility were videotaped beating and kicking two inmates at least one of whom was handcuffed, a published report said Wednesday. The agency that oversees the facility said it would seek a criminal investigation.
Guards struck one boy at least 15 times in the face during the Jan. 20 incident, the San Jose Mercury News reported.
Six employees of the N.A. Chaderjian Youth Correctional Facility have been placed on administrative leave; none have been criminally charged. Both inmates were initially charged with assault, but the charges were dropped when the two officers refused to testify and invoked their right against self-incrimination.
A string of incidents involving the Youth Authority have led parents, advocates, and some county officials and state legislators to suggest the agency should be dismantled. Two youths hanged themselves in their cell in January.
About a half-dozen state-funded reports by national experts have blasted the authority's practices, which include the alleged overuse of Mace, physical and chemical restraints, poor treatment of mentally ill and drug-dependent youths and the use of small mesh cages to separate troublesome wards.
