6. bush cut luger/nunn program funding to stop ex-soviet scientist nukes

this is a plain fact. in 2001 bush wanted to cut ALL of the funding that the luger/nunn act was using to employ ex-soviet scientists so they would not ply their trade on the black market. they were able to cut $25Million from the program, meanwhile luger, with the help of dems and republicans alike in the senate was able to secure the rest of the other $30M or so.

the chickens are coming home to roost now and bush did it to pass his tax cuts in april 2001.
