By ED JOHNSON, Associated Press Writer

TRIPOLI, Libya - The Royal Dutch/Shell Group of Cos. signed a preliminary agreement with Libya on Thursday to develop natural gas resources in the north African nation, taking the first step in what Shell foresees as a multibillion dollar project to export gas to North America.

At the same time, Libya's foreign minister, Abdel-Rahman Shalqam, said Libya will seek an increase in its OPEC (news - web sites) production quota for oil as it intensifies activity at its oil fields with help from foreign investors.

Libya now has more than 180 concessions on oil exploration, Shalqam told reporters in Tripoli as British Prime Minister Tony Blair (news - web sites) visited the country on Thursday. "We are completely open now. We have a new policy, especially regarding the sector of oil," he said.

"We want to rehabilitate our oil fields and wells, and upgrade their capacity and production," Shalqam said. "We are open. We are waiting for other partners to come.

Can you connect the dots now concerning Khadafi's "reformation?"

7. Bullgoose, I agree with you.
Now I see why the Libya deal was so quickly done. I figured there had to be some ulterior motive for this, and here it is. Oil. Isn't this what started all the buddy-buddy action with Mr. Hussein?
