Caribbean Community Decides Against Recognizing Haiti's Interim Government, Senior Officials Say

BASSETERRE, St. Kitts -- The 15-nation Caribbean Community has decided against recognizing Haiti's new U.S.-backed government, senior Caribbean officials said Friday.

Regional leaders reached a consensus decision on the issue during the second and final day of a summit, said several senior officials, speaking on condition of anonymity.

The move came a day after the leaders demanded that the U.N. General Assembly investigate Aristide's claims he was abducted at gunpoint by U.S. agents when he left as rebels threatened to attack Haiti's capital.

In Haiti, meanwhile, the interim government announced it will block dozens of ex-members of Aristide's government from leaving the country, including former Prime Minister Yvon Neptune.

Conference officials said the 15-nation regional bloc wants the General Assembly to investigate rather than the Security Council, where the United States or France could veto the proposal.

The Caribbean can expect support from the 53-member African Union, which last month echoed its demand.

The African Union refuses to recognize any government in Africa that gains power by way of a coup.
Condi is in so much trouble already, and Colin is not far behind. His
parents came from Jamaica. Belafonte was correct in his assessment of him.
Incidentally, there are a lot of Arab nations (Egypt, Libya) in Africa. Bush is messing with the wrong crowd.
He done gone and been and got the entire African Diaspora riled at him. Next stop, Sayonara.

Rebels play police in nation's second largest city

Business owners -- who have helped pay the rebels' bills for food and lodging -- now turn to the rebels when there's a problem, not the police.

Sitting cross-armed at a wooden desk beneath an almond tree at the police headquarters his fighters torched, Louis-Jodel Chamblain -- a former army death squad leader and convicted assassin -- has become de facto judge in Cap-Haitien.

Chamblain's band of former soldiers and ragtag recruits have jailed dozens of people accused of everything from petty thievery to fighting for Aristide.

Chamblain said he decides on minor offenses but is holding suspects for serious crimes until courts reopen -- a promise met with skepticism by rights groups.

"You know what the sentence is for a thief?" Chamblain jokes to a terrified 15-year-old accused of stealing an empty oil drum. "Being shot down."

9. Sure sign of democracy when they release crooks, murder police GO CARICOM!
I guess COndi has egg on her face again-they were talking about permanent asylum for Aristide in South Africa...We don't think so.
Caricom needs to stand firm is there any way AMericans can send them money? We have to hit the streets and demand that Congress NOT SANCTION a single nation. Let's make them undo their coup and restore democracy-and start sending the money they withheld to starve HAiti when Aristide was there!!

10. Desperately-needed supplies arrive in Haiti
The new U.S.-backed interim government appears in no position to help, announcing a budget deficit Thursday of at least $75 million.

"The state is virtually bankrupt," Cabinet Minister Robert Ulysse told reporters.

He said officials planned to meet international donors April 14 to ask them to free millions of dollars of aid frozen when Aristide was in power.

With local government offices abandoned in much of the country, humanitarian agencies such as the International Committee of the Red Cross, the U.N. World Food Program, Oxfam and others are stepping in to provide emergency relief.

"Vulnerable people, especially children, cannot wait. They need the food now," Guy Gauvreau, Haiti director for WFP, said Thursday. "As long as there is political instability in Haiti, both the number of people in need of food aid and the amount of funding required to help them will increase."
