White House trying to explain Rice's failure to testify

March 27, 2004 | WASHINGTON (AP) -- Condoleezza Rice says the Bush administration has a good story to tell about fighting terrorism and she's pouring it out in television appearances, interviews and newspaper articles. The one place she won't talk is in public, under oath, before the independent commission investigating the Sept. 11, 2001, terrorist attacks.

That is blossoming into a public relations nightmare.



The White House finds itself in the awkward position of trying to explain why Rice, the national security adviser to President Bush, can talk at length to reporters but not at the commission's televised hearings because of the constitutional principle of separation of powers.

"This is mostly about politics, not about the legalities," said Michael Gerhardt, a constitutional law professor at the College of William and Mary who specializes in separation of powers. "There's not much they can point to as settled law to prevent this. This is a matter of political judgment, not legal judgment. ... It hasn't kept her from talking to the press."

1. Hoping This Doesn't Get Locked.
Terence Hunt's AP Story broke new ground yesterday calling Rice's refusal to testify under oath a "public relations nightmare". I hope this time the moderators will let this story stand independently from the other Rice stories.

4. I think the AP story you mention is very significant

I saw that story on the FRONT PAGE above the fold of the Schenectady (NY) Gazette this morning. It puts the "in public, under oath" issue front and center, where it belongs.

How can she NOT testify, after she has been doing every morning show in the world on a daily basis?

How could it not be a PR nightmare, as it becomes clear that what she is really avoiding is TAKING THE OATH.

3. Ever think that MAYBE the reason she WON'T testify is because.....
She has stipulated privately she WON'T lie under oath ? It's one thing to Spin Spin Spin on the air waves, but she's a smart cookie ... she KNOWS better than to lie under oath... Don't you know she has had a thought or two about "running with Wolves" the Iran Contra-type Wolves ? The ones that got pardoned ... wont' happen again tho ... wouldn't be prudent ... :)

I just didn't want my TV to go into the crazys watching her on all the talk shows.
How did she do?
Did she say anything monumental to prove that Clarke 's memory was faulty?

She has to be contained but maybe she will write a book when it is over...she probably wants to get a real job someday and it helps to have your integrity minimally intact.
