MANILA, Philippines -- Philippine police relieved an entire precinct and began an investigation Wednesday after a television station aired footage purportedly showing officers torturing a naked detainee.

I've heard stories of police there do worse things, from what my relatives tell me there. Corruption is unfortunately part of the Philippines
