Schwarzenegger to go on Asian trip, even without a state budget (California)

Gov. Arnold Schwarzenegger plans to jet out of California for a six-day, three-country trade mission to Asia early next month — even if the state has no spending plan in place.

With a state budget nearly two months overdue and California facing the prospect that it could run out of cash within weeks, the Sept. 9 trip would come at a politically awkward time for the governor. Thousands of vendors who do business with the state are not getting paid. And the checks to health clinics that care for the poor are on hold until a budget is signed.

Schwarzenegger and legislative leaders have been locked in a stalemate all summer, with no indication a budget deal is within sight.

Wow, that's surely a lot of class, Mr. Governor. No budget, government services are shutting down and melting, and yet you choose to gallop off to Asia and let those countries with their superior schools laugh at us again.

Oh wait, my state governor is Republican, so he gets to dally off on vacation whenever he likes, unlike President Obama, who gets hounded every time he's on vacation or goes golfing. And President Bush never got slammed for his non-stop vacationing (including on the day of the Presidential Daily Briefing warning of Osama bin Laden's threat a month before 9/11)

4. This is one case where I support term limits!
Really, Mr. Steroid Junky has been the most incompetent governor this state ever had. And the sad truth is that if it wasn't for term limits, he would have been re-elected again and again...

7. California governors have had term limits since 1990.
Proposition 140 is why Arnold can't run again in 2010; former eBay CEO Meg Whitman is running for governor as Republican. Attorney General Jerry Brown (who served 2 terms as governor before the 1990 amendment) is running as the Democrat.

8. But I thought that governors propose budgets, and then the legislature votes on it.
In July, the governor said that "he might not sign a budget before he leaves office next January unless he gets the reforms he wants."

And in May, he proposed a budget that eliminated the state welfare-to-work program and other aid programs and even froze school funding. Obviously the legislature didn't like it given its longtime overdue stalling.

According to the website SmartVoter, "he governor's office prepares and submits to the legislature the annual state budget covering expenditures for every branch of state government."

So let's clarify this: The governor proposes and submits the state budget, and the legislature reviews and amends it. Generally, the role of state legislatures is comparable to the US Congress: both appropriate money and pass laws. The executive brance can either sign or veto legislation.

9. That is correct, and Arnold's proposed budget was submitted on January 8
The Governor's proposed budget does not have enough detail to be an operational budget. The Legislature is responsible for fleshing out the specifics. There are always a few rounds of negotiations. The ball is in the Legislature's court right now.

12. The legislature deferred all payments until October.
spineless Democrats and an asshat governor. Plus we are losing some great progressive assembly and senate people this year because of term limits.
