WASHINGTON — The United States expanded its ban on air cargo shipments from Somalia in the wake of the package bomb plot originating from Yemen, Homeland Security Secretary Janet Napolitano said Monday.

Additionally, toner and ink cartridges that are over 16 ounces will be banned from all U.S. passenger flights and planes heading to the United States, she said. That ban will also apply to some air cargo shipments.

Other new rules include:

•International mail packages sent to the U.S. must be screened individually and certified to have come from an established postal shipper;
•Cargo shippers, such as UPS, Federal Express, and DHL, have been encouraged to report cargo manifests to Homeland Security faster, prior to departure, to aid in identifying risky cargo based on current intelligence.

I still can't put a package weighing 14 oz. in the corner mailbox because it would somehow be a bigger threat than if I went to a post office, used the automatic postal machine, and put it in the mail slot there. Really, I expected more in the way of common sense from Napolitano instead of the same ineffectual security theater. OK, the previous administration staffed Homeland Security (still hate the name) with bozos, but the Secretary's had nearly two years to officially review procedures and update them.

15. I've a fun shipping story for you.
6 or so yrs ago I took a package to UPS to mail. It was a x-mas present in a cut down box. The UPS guy told me I had to be careful what type box I used, carefully placing blank stickers over "aerosol" labels on the box. Yes, it had been used for some aerosol product, but was cut down, taped, labeled etc. He lectured me on needing to be more careful in "these times" and then went back to get me a package I was receiving.

He came out, holding in with the tips of his fingers, placed it on the counter in front of me. I started to laugh. It was from Egypt, a scarf I'd ordered online. The box had been obviously used several times, had old cellophane tape on it, which wasn't sticking very well letting the ends gape open. But fortunately the shipper had put string around the box, sealed the tied part with a lead disk. There were stamps all over the box, return address in Arabic.

We both stood there and looked at it for a bit, then I carefully removed the scarf without having to loosen the tape or ties. We agreed that that was not the way to do it and I probably got my name on some sort of list by getting this.
