He has been chosen by the repub caucus to be the repub leader when the next Congress convenes and thus to be the repub nominee for speaker. Since the repubs will control the House majority when the new Congress convenes, he undoubtedly will be elected speaker when the entire House -- repubs and Democrats -- vote on that position (unless of course something was to come up that would cause him not to ascend to the position -- remember Bob Livinston?)

For now, he is nothing more than the presumptive speaker.
