CPKANDAHAR, Afghanistan - Secret U.S. diplomatic notes released over the weekend suggest some of the most powerful political figures in Kandahar are not interested in democracy.
It is one of the revelations in the unprecedented leak of thousands of diplomatic cables by the whistleblower website WikiLeaks.
Canadian politicians, soldiers and aid workers will often say their mission is to bring representative government and justice to a people who've long been crushed under the boots of either the Soviets, local warlords — or the Taliban.
Yet, the cables show the half-brother of President Hamid Karzai advocates a return to the old tribal system of governance and law— something many Afghans see as corrupt and relic of the past.

But Ahmed Wali Karzai, who is the kingpin of Kandahar politics as head of the provincial council, questioned the need for elections and change in meetings with the U.S. and Canadian civilian representatives.
