Many areas of the world leave village "Justice" up to the Villagers themselves. In such circumstances Village "Elders" do the honor of applying justice. Such Village "Elders" tend also to be the religious leaders of that Village. Thus the issue, was this girl ordered whip do to religious rule or local village tradition? I suspect the later.
