Millions of dollars in overpayments and difficulty retrieving documentation is what Nebraska's state auditor learned after taking a closer look at Nebraska child welfare services.

Some of the welfare problems we have been seeing are because privatization of the system brought challenges to the welfare system from its very start.

Providers have backed out of their contracts and foster parents haven't received their payments. But according to the State Auditor those problems are just the beginning.

"There's something very wrong here. Either the agency is deliberately not giving me those records, or they truly are just spending money without documentation," said Foley.
